The city has 32 employees and only 28 have applied for insurance, however, Health Alliance claims the city as a large group with over 50 employees. Alderman Goodwine says they would have to count pool lifeguards and volunteer firemen neither of which is eligible for health insurance. Health Alliance is less expensive while still providing good coverage.
