Arrested: Andy A Alkire (M) (46) of Hoopeston 
Details: At the above time, the arrested was stopped for Traffic Offense of Speeding, and it was observed paraphernalia in the vehicle.    Transported to Hoopeston Police Department where he was processed and later released with court dates.

Arrested: Charles D. Bodies (36) of Hoopeston
Details: HPD responded to the above location for a call in reference to solicitation of a minor. After an investigation Mr. Bodies was taken into custody and transported to HPD. A computer check also revealed that the subject had an outstanding Champaign county warrant.  Mr. Bodies was charged with the above, processed and later transported to the PSB.

Arrested: Haley Edwards (21) of Hoopeston
Details: HPD officers met with the complainant in the lobby of HPD in reference to a battery complaint. Officers located Ms. Edwards and arrested her for city ordinance violation of battery.

Details: At the above time, HFD was dispatched to respond to assist Hoopeston Arrow Ambulance with a male subject reported trapped.   Male that was injured was removed from under the machinery.  Victim was turned over to Hoopeston Arrow and fire units cleared the scene at 12:40pm.

Details: Complainant reported that sometime during the night unknown subject(s)
punctured a hole in a tire on his Semi truck while it was parked at
above location.

Arrested: Mona Perez (32) of Hoopeston
Details: Officers responded to the above in reference to a possible trespassing complaint. Once on scene, it was learned that the suspect was still in the area. Ms. Perez was located, transported to HPD on the above charges, processed, and released on a city NTA.

ILLINOIS STATE POLICE ANNOUNCE THE USE OF ROADSIDE SAFETY CHECKS

PESOTUM – Illinois State Police (ISP) District 10 Commander, Captain Louis Kink, announces the
ISP will conduct Roadside Safety Checks (RSC) in Champaign County during March. The use of
RSCs combine a strong sense of public awareness and enforcement in order to save lives of the
motoring public.
The ISP has zero tolerance for impaired driving in Illinois. Officers working the detail will be watchful
for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked
driver’s license, transporting open alcoholic beverages, and most importantly:
- Driving Under the Influence (DUI);
- Safety Belt and Child Restraint use;
- Speeding;
- Distracted Driving; and,
- All Illinois Vehicle Code and Criminal Violations.
Alcohol and drug impairment is a factor in more than 30 percent of all fatal motor vehicle crashes in
Illinois, and throughout the U.S., nearly 10,000 people die each year due to alcohol-impaired driving.
RSCs are designed to keep our roads safe by taking dangerous DUI offenders off the road. This
project is funded through the Illinois Department of Transportation.

ISP will conduct Alcohol Countermeasure Enforcement (ACE) patrols in Champaign, Macon, and
Vermilion Counties during March. ACE patrols allow the ISP to focus on preventing, detecting, and
taking enforcement action in response to violations associated with impaired driving and illegal
transportation or consumption of alcohol or drugs.
The ISP has zero tolerance for impaired driving in Illinois. Officers working the detail will be watchful
for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked
driver’s license, transporting open alcoholic beverages, and most importantly:
- Driving Under the Influence (DUI);
- Safety Belt and Child Restraint use;
- Speeding;

ILLINOIS STATE POLICE TO CONDUCT OCCUPANT RESTRAINT ENFORCEMENT PATROLS

PESOTUM – Illinois State Police (ISP) District 10 Commander, Captain Louis Kink, announces the
ISP will conduct an Occupant Restraint Enforcement Patrol (OREP) in Champaign and Vermilion
Counties during March. OREPs allow the ISP to focus on safety belt and child safety seat laws.
Illinois law requires all vehicle passengers (front and back) to be buckled up!
Safety belts are still one of the most effective safety devices in vehicles, estimated to save nearly
14,000 lives each year. Half of vehicle occupants killed in a traffic crash were not properly buckled
up. The objective of this program is to increase occupant restraint compliance through education,
child seat inspections, and enforcement.

Violation Order of Protection

Arrested: Sasha R. Lanham (43) of Hoopeston
Details: Officers responded to the above in reference to a possible domestic situation.
A computer check revealed that there was an active Order of Protection against Lanham. She was taken to HPD where she was processed and later transported to PSB.
 
 
Traffic Accident H18-0398
Time: 7:46pm
Location: 800 block of E. Penn
Unit #1: 2007 Ford 4 door driven by Elizabeth Strawser of Hoopeston 
Unit #2: 2009 Toyota (parked and unoccupied) owned by Curtis Knecht of Hoopeston 
Details: At above time and date, HPD, HFD and Arrow ambulance were dispatched
in reference to a vehicle accident with unknown injuries.  Unit 1 was 
southbound and failed to negotiate a turn eastbound at the intersection of
7th St and Penn.  Unit 1 struck Unit 2 that was parked and unoccupied.  No
tickets were issued.  Minor child was taken to Carle ER for observation.
 

ISP Arrests

ASHKUM, IL- Illinois State Police (ISP) District 21 is reporting the arrest of Daniel A.
Neiman, 31, of Crescent City for Unlawful Possession of Ammunition by a Felon;
Zachary J. Lynch, 20, of Bonfield for Illegal Consumption of Alcohol by a Minor; and
Mustafa Musawwir, 31, of Lincolnwood for Driving Under the Influence of Drugs.
On January 18, 2018 at approximately 11:03 P.M., an Illinois State Trooper was on
patrol in Iroquois County. The trooper observed a vehicle disabled on the right shoulder
on I-57 southbound at milepost 300. The trooper approached the vehicle and spoke
with the driver, Daniel Neiman. A Bradley Police Department K9 unit was called for
assistance and the canine alerted to the vehicle. A subsequent search of the vehicle
revealed ammunition and drug paraphernalia. Neiman was placed under arrest and
transported to the Iroquois County Jail for processing. Neiman was charged with
Unlawful Possession of Ammunition by a Felon and Possession of Drug Paraphernalia.
On January 21, 2018 at approximately 10:04 P.M., an Illinois State Trooper was
dispatched to a crash on Route 17 at 8000 W Road. The trooper arrived on scene and
spoke with the driver, Zachary Lynch. Lynch showed signs of alcohol impairment.
Lynch was placed under arrest and transported to the Kankakee County Jail for
processing. Lynch was charged with Illegal Consumption of Alcohol by a Minor. Lynch
was also issued citations for failure to yield turning left and operating an uninsured
motor vehicle.
On January 22, 2018 at approximately 3:41 A.M., and Illinois State Trooper was on
patrol in Iroquois County. The trooper observed a vehicle swerving all over the roadway
on I-57 southbound at milepost 284. The trooper stopped the vehicle and spoke with
the driver, Mustafa Musawwir. Musawwir showed signs of drug impairment. Musawwir
was placed under arrest and transported to the Iroquois County Jail for processing.
Musawwir was charged with Driving Under the Influence of Drugs. Musawwir was also
issued citations for speeding, improper lane usage, operating an uninsured motor
vehicle, driving with expired license plates, and improper use of left lane.
Mug shots can be obtained from the Kankakee and Iroquois County
Sheriff’s Department.

Details:    At the above time, HFD, HPD, and Arrow Hoopeston all responded to report of an electrical box shorting out and smoking.   Ameren also responded to the scene to assist with the situation.   No Report of Injuries or Damages at the time of the call.

Details: HPD responded to the above location for a subject to be removed from the property. A computer check revealed that Mr. Ybarra had an outstanding warrant through Vermilion County. Ybarra was taken to HPD where he was processed and later transported the PSB

Criminal Damage to Property (city ordinance) H18-0348

Complainant:  27 year old Hoopeston male
Arrested:    Bradley David (31) Hoopeston male
Details:    HPD officers were called to the area in reference to a disturbance.  During
   the investigation, it was found that Mr. David had damaged a phone 
   belonging to the complainant.  Subject was arrested, taken to HPD and
   processed.  He was later released on a notice to appear in city court.

Arrested:    Racheal Inman (34) Hoopeston female
Details:    HPD officers were called to the above location in reference to a welfare
   check.  Upon arrival, Ms. Inman refused to open the door so officers could
   check welfare on all subjects in the residence.  Subject was arrested, taken
   to HPD and processed.  She was later released on a notice to appear in 
   city court.
 
Theft, Criminal Damage to Property H18-0359

Location: Dollar General 415 S. Dixie Hwy
Arrested: Ashley N. Graves (25) of Hoopeston
Arrested: Skylar L. Pickett (26) of Hoopeston
Details: Dollar General called HPD after viewing their surveillance tape
of the above 2 subjects. In the video they were seen removing
an item from store without paying.  Upon reviewing tape, officers charged Ashley Graves with theft and Skylar Pickett for Criminal Damage, after watching Pickett remove an item from package in an attempt to remove
security tag, which he was unsuccessful in doing, and put
item back on another shelf.  They were located and taken
to HPD where they were processed and released with a
Notice To Appear in Hoopeston City Court.

Location: Dollar General Store 415 S Dixie Hwy 
Arrested: Shenoa D Webb (26) of Hoopeston
Details: Webb was taken into custody after officers viewed the store
surveillance system.  On video she was seen taking several
items off the shelf and put into her purse.  She was later
located and taken to HPD where she was processed and released
with a Notice To Appear in Hoopeston City Court

Arrested: Humberto Rubio (57) of Hoopeston
Details: Subject was taken into custody on outstanding Vermilion County 
warrant.  Failure To Appear/Divorce.  He was transported to PSB
in lieu of $5000.00 full cash bond.
 
 
Traffic Accident H18-0336

Location: 900 block of Wilson Ave
Unit #1: 2008 Chevrolet Pickup driven by 17 year old Hoopeston juvenile 
Unit #2: Utility Pole 
Details: While turning East bound on Wilson the driver of Unit #1 lost control of the vehicle and struck the utility pole. Driver of Unit #1 was issued a citation for Driving Too Fast For Conditions. No injuries reported. Unit was insured.

Unit #1: 2014 Toyota driven by Aaron C Foster (28) of Danville
Details: Driver of Unit 1 was traveling northbound on 3rd Street when he
lost control of vehicle causing it to leave the roadway and strike
a satellite dish and shrubs at the above location.
 
Residential Burglary, Possession of Cannabis, Possession of Controlled Substance,
Possession with Intent to Deliver H18-0278    V18-0429

Complainant:  46 year old Hoopeston female
Arrested:    Colton Simon (22) Hoopeston male
   Christopher Staats (21) Hoopeston male
Details:    HPD officers were called to the above location for a residential burglary
   report.  An investigation led to the arrest of Mr. Simon and Mr. Staats.  Both
   subjects were taken to HPD to be processed.  Mr. Simon was charged with
   residential burglary, possession of cannabis, possession of controlled substance
   and possession with intent to deliver.  Mr. Staats was charged with residential
       burglary and possession of cannabis.  Both subjects were transported to the
   PSB in Danville to await arraignment.

Possession of Methamphetamines, Possession of Drug Paraphernalia   H18-0219  V18-0316

Arrested: Billy Robinson (38) Hoopeston male
Cheryl Burkert (36) Hoopeston female
Details: While performing a traffic stop on the vehicle that Mr. Robinson and Ms. 
Burkert were in, drug paraphernalia was found in plain sight.  After an investigation, methamphetamines were also located.  Both subjects were arrested and taken to HPD to be processed.  They were later transported to the PSB in Danville to await arraignment.

Arrested: 14 year old Hoopeston female
13 year old Hoopeston female
17 year old Alvin female
Details: HPD officers were called to the above area in reference to a battery 
complaint.  Upon investigation, all 3 individuals were arrested for
city ordinance violation of Unlawful Assembly.  2 of the females were
transported to HPD and the other was brought in by a guardian.  All
3 were given notice to appear citations for city court and released to 
guardians.

Details: While on patrol officers made contact with Mr. Simon who was known to have a warrant out of Vermilion County. Simon was transported to HPD where he posted bond and was released with a new court date.

Details: Officers responded to the above in reference to a criminal damage and theft complaint. Once on scene, officers discovered damage done to a washer and dryer and change that had been stolen from the machines. An investigation continues.

Arrested: George Eleopoulos (51) of Hoopeston
Details: Officers responded to the above in reference to a disturbance call. While on scene a computer check revealed that the above subject had an outstanding warrant out of Vermilion County. Eleopoulos was taken to HPD where he was processed and later transported to the PSB.
 
Warrant Arrest, Battery (city ordinance) H18-0056

Complainant:  40 year old Edmonton, KY male
Arrested:    Kayla Petty (23) Hoopeston female
Details:    HPD officers met with the complainant in the lobby of the police department
   in reference to a battery that had occurred to his daughter.  Officers located
   Ms. Petty and arrested her for city ordinance violation of battery.  A computer
   check revealed that she also had an outstanding Iroquois County warrant for
   FTA.  Subject was taken to HPD, processed and was unable to produce bond.
   She was later released to an Iroquois Co Deputy who transported her to jail.

Unit 1: 1995 Jeep Cherokee driven by Marcus Coe of Hoopeston 
Unit 2: 2014 Ford Fiesta driven by Delin Cotton of Danville
Details: HPD responded to report call for accident on the property. A citation 
was issued to the driver of unit #1 for Operating Uninsured Vehicle. 
No Injuries reported.

Location:  KBSR Railroad Crossing on 4200 North Rd N of Chenneyville 
Details: HFD was dispatched to a report of a Motor Vehicle Accident where a unit had struck the train and rolled over with possible entrapment.   HFD reported that they had minor injuries and no entrapment upon arrival.   Vermilion County Sheriff Department handled the accident.

Details: HPD officers were called to the above location for a possible location of Ms.
Carswell.  A computer check revealed that she had an outstanding Vermilion
County warrant for failure to appear.  She was arrested, taken to HPD, and 
processed.  She was later released after paying bond and given a new court date.

Unit #1: 2007 Chrysler 4-door driven by Amber Zarate of Hoopeston 
Unit #2: 2004 Chevrolet 4-door driven by Kurt Albers of Martinton 
Details: Unit #1 was stopped at the intersection of Rt 9 and S. Market. Unit #1 failed to reduce speed, striking Unit #2. No injuries reported. Both units insured. No citations issued.

Unit #1: 2014 Ford Escape driven by Jonathan Goodrum of Hoopeston 
Unit #2: Stop Sign
Details: Unit #1 was traveling North bound of 6th Ave Unit #1 attempted to turn right but was going too fast for conditions and struck the stop sign. 
Goodrum was cited Operating Uninsured Vehicle and Too Fast For Conditions. No injuries reported.  
   
Driving While License Revoked H18-0105

Arrested: Matthew M Hofer (33) of Hoopeston
Details: Officers took Hofer into custody after he was observed driving.
Officer knew Hofer to have a revoked Illinois driver’s license.
He was transported to HPD where he was processed, issued
a Notice To Appear in Vermilion County court and was released.
 
Possession of Methamphetamines H18-0106 V18-0130

Arrested: Aaron Cannon (26) Hoopeston male
Details: While on a traffic stop, HPD officers located methamphetamines in the vehicle
that Mr. Cannon was driving.  Subject was arrested and taken to HPD to be
processed.  He was later transported to the PSB in Danville to await arraignment.

Arrested: Sheena Frederick (31) Hoopeston female
Details: HPD officers were called to the above location in reference to a welfare 
check of missing person.  A computer check revealed that Ms. Frederick
had an outstanding warrant from Harris Co, TX.  Subject was arrested,
taken to HPD and processed.  She was later transported to the PSB in
Danville to await extradition.

Details: While HPD officer was investigating a separate incident, he checked out with
Mr. Burke.  A computer check revealed that subject had 2 outstanding warrants
out of Ford County.  Subject was arrested and taken to HPD to be processed.  He
was later transported to the PSB in Danville to await extradition.

Details: Officers responded to the above location in reference to a fight that had occurred. Mr. Gaffney was taken to HPD, processed and released with a notice to appear in city court. 
 
Aggravated Fleeing and Eluding Driving While License Suspended; Speeding

Arrested: Christopher Stables (33) of Rankin
Details: While attempting to conduct a routine traffic stop for speeding the above subject 
fled. Stables was charged with the above, taken to HPD where he was processed and later transported to the PSB.

Details: Motorist called in a Heater on fire outside of the building.  Upon arrival of the HFD Command armed with a fire extinguisher and HPD arrival.  Fire was put out.   No injuries reported.   The heater was a total loss.

Details: HFD was dispatched to an active fire alarm for the above location, HFD arrived on scene met by employees advising it was a busted water pipe to sprinklers.  No fire or Injuries reported.

Complainant: 32 year old Hoopeston Male 
Arrest: Winland, Michael S (M) (32) of Hoopeston 
Details: At the above time, HPD was requested to respond to a report of a fight in Parkview Court.  Upon arrival the complainant reported that he was assaulted by the arrestee with a ball bat.  Suspect was located and taken to HPD where he was processed and later released on Notice to Appear in City Court.

Unit #2: 1999 GMC Denali driven by Jeff Baker of Hoopeston
Details: Hoopeston Fire, Hoopeston Police and Arrow Ambulance responded to the above 
in reference to an accident with unknown injuries. Unit #2 failed to yield at the intersection of 3rd St and Penn and struck unit #2. 
Both units insured. No citations issued. No injuries reported.
