Hoopeston Police Department Report 7/30/18

Curfew Violation (city ordinance)                        H18-4166

Time:           12:14am

Location:    100 blk N Market

Arrested:     14 year old Hoopeston juvenile

Details:       HPD officers made contact with juvenile when found walking in the area of

                   the above.  Subject was brought to HPD and given a city citation for curfew

                   violation and a city court date.  Subject was released to a guardian.

Restraint of Dog by Owner (City Ord)

Cited Owner:        Thrower, Felisha N (F) (27) of Hoopeston

Details:       A pit bull owned by the cited person was observed on another person’s property and ran into the roadway where he was detained.   NTA mailed to the owner of the dog.  City of Hoopeston Court Date issued.

Arrested:     Belinda Solis (34) Hoopeston female

Details:       HPD officers found Ms. Solis walking on W Orange St.  A computer check

                   revealed that she had an outstanding warrant through Vermilion County.  She was

                   arrested and taken to HPD to be processed.  She was later transported to the

                   PSB in Danville in lieu of bond.

Arrested:     Jessica Arms (30) of Hoopeston

Details:       The vehicle driven by Arms was stopped by officers, and a computer check revealed that he driver’s license was suspended. She was arrested, transported to HPD, processed, and released with a NTA for DWLS.

Details:       The complainant advised HPD officers that her vehicle had been damaged

TRAFFIC ACCIDENT (PD)                     H18-4067

Unit 1:        2012 Chevy Truck driven by Tristan M Vaughn (M) (22) of Hoopeston, employee of Arends Hogan Walker, Unit 1was pulling a 2004 Richland Flatbed Trailer owned by Arends Hogan Walker LLC of Hoopeston.                 

Unit 2:        2006 Red Chevy driven by Joshua Blackford (M) (37) of Potomac unit 2 was pulling a Silver 1996 Barrett Trailer.

Details: HPD was requested to respond to the intersection to investigate an accident that involved 2 pickup trucks towing trailers.   Property damage only and no report of injuries at the time of the accident.   All Vehicles were driven from scene and all units Insured.

Details:                 Officers responded to the above in reference to subjects in a physical dispute. Watson was arrested, transported to HPD, and processed and released with a city NTA for Battery.

Driving While License Suspended, No Proof of Insurance              H18-4045

Arrested:     Elyscha Wells (20) Hoopeston male

Details:       HPD officers stopped the vehicle that Mr. Wells was driving on a traffic

                   violation.  A computer check revealed that subject’s license was suspended.

                   He was arrested and taken to HPD to be processed.  He was later released

                   with 2 traffic citations and traffic court date.

 

Cruelty to Animal (City Ordinance)

Time & Date:                 July 23rd, 2018  7 pm

Location:                        600 block W Elm Street

Citation:               Constance F Wisdom (F) (48) of Hoopeston

Details:     A dog belonging to the cited person was neglected and had a bad infestation.  The dog was taken into custody for care and treatment.  The person was given an NTA for Hoopeston City Court.

Details:       While on patrol, HPD officers found 2 juveniles out past curfew. They were

                   brought to HPD, processed and later released to a guardian.  Subjects were

                   issued city citations and court dates.

Details:                 Officers responded to the above in reference to a dispute between subjects. Smith was charged with the above crimes and transported to HPD where she was processed and released with a city NTA.

Arrested:               Austin Messmore (25) of Danville

Details:                 HPD responded to the above location in reference to a subject to be removed. After an investigation, Messmore was taken to HPD where he was charged, processed and later transported to the PSB to await arraignment.

Details:                 HFD was called to the area for a tree limb fell on power lines and knocked

it to the ground. Ameren responded to assist with the issue.  No fire or damage to property.

Details: HPD officers stopped the vehicle that Ms. Cibirka was a passenger in.  A

Possession Controlled Substance, Driving While Suspended H18-3988 V18-6404

Arrested: Darren Wood (M) (34) of Hoopeston 
Details: HPD conducted a traffic stop which Mr. Wood was the driver. A computer check
revealed that his driver’s license was suspended.  An investigation found a
controlled substance in the vehicle.   He was transported to HPD, processed and
later transferred to PSB Danville to await arraigment.

Details: Mr. Brown was taken into custody after a computer check revealed that he had
an outstanding Vermilion County Warrant.  Subject was taken to HPD, processed
and later released after posting bond and given a new court date.

Unit #2: Power Pole owned by Ameren
Details: HPD officers were called to the area in reference to a vehicle versus pole.  The 
driver of Unit #1 had backed into an Ameren power pole.  She was issued 2 tickets
for Operating an Uninsured Vehicle and Failure to Reduce Speed/Accident.
Arrow Ambulance was called to check out minor injuries but did not transport.

Vermilion County Coroner has released the name of the homicide victim from Saturday

Danville, IL- The Vermilion County Coroner Jane McFadden has released the name of the homicide victim from yesterday on Koehn Street as Corey L. Jackson, II, 26 years old of Danville.

 

     Vermilion County Coroner Jane McFadden stated that Mr. Jackson’s family has been notified.  An autopsy is scheduled for today.  The Danville Police Department and the Vermilion County Coroner’s Office continue to investigate.  If anyone has information about this or other crimes, they are encouraged to call the Danville Police or Crime Stoppers at (217) 446-TIPS.

Details:          HPD officers were called in reference to a burglary.  Complainant advised

                      unknown subject(s) entered her residence and stole items from inside.  An

Unit #1:       2005 GMC Truck driven by Zachary Carter (26) of Patterson, GA

Unit #2:       2002 Chevrolet Utility vehicle driven by Joshua Johnson (23) of Hoopeston

Unit #3:       2005 Chevrolet Carryall driven by Jessica Brown (33) of Hoopeston

Details:       Unit #1 was northbound on 3rd St. when he failed to yield at Seminary Ave. Unit #1 was then struck by Unit #2 which was westbound on Seminary Ave. Unit #1 then struck Unit #3 which was stopped at the intersection after being struck by Unit #2. Unit #1 and Unit #3 were towed from the scene. The driver of Unit #1 was cited for Disobeying Yield Sign, and the driver of Unit #3 was cited for Operating an Uninsured Vehicle. No injuries.

Wanted on Warrant; Resisting Arrest                H18-3947   V18-6335

Arrested:              Benjamin Schwartz (42) of Urbana

Details:                 Officers responded to the above location in reference to an outstanding warrant. Once officers located the subject, a computer check revealed he had an active warrant through The Parole Board of Indianapolis. Schwartz was charged with the above and later transported to the PSB to await extradition.

Details:                  HPD officers were called to the above location for a report of a domestic

                               situation.  Upon investigation, Mr. Torres was arrested on city ordinance

                               violation.  He was taken to HPD, processed and later released with a city

                              citation and city court date.

Unit 1:         2008 White Ford Driven by Eleanor Mann (86) (F) of Hoopeston

Property Owner:   Ameren Illinois Power Pole  

Details:       Unit 1 struck and damaged the power pole belonging to Ameren Illinois. No

                   injuries were report, no tickets were issued and Unit 1 was insured.

Possession of Cannabis, Possession of Drug Paraphernalia, Possession of Alcohol by Minor (city ordinance)                      H18-3834

Arrested:     14 year old minor

                   17 year old minor

Details:       While on patrol, HPD officers found several juveniles in the area of Honeywell

                   school.  Upon investigation, juveniles were found to have cannabis, paraphernalia

                   and alcohol in their possession.  Subject were arrested and transported to HPD

                   to be processed.  They were later released to their guardians with city citations

                   and a city court date.

Details:       HPD officers stopped the vehicle that Ms. Brewster was driving after a

                   computer check revealed that she had a suspended driver’s license.  She was

                   arrested, transported to HPD and processed.  She was later released after

                   posting bond, and she was given a traffic citation and court date.

Arrested:        Jessica Stipp (36) Hoopeston female

Details:          HPD officers were called to the above location for a report of a battery. 

                      After an investigation, Ms. Stipp was arrested and taken to HPD to be

                      processed.  She was later released with a city citation and court date.

Arrested:     Isidro Morales-Gonzales (31) Indianapolis male

Details:       HPD officers stopped the vehicle that subject was driving.  A computer check

                   revealed that he had no valid driver’s license.  Upon investigation, officers

                   found a controlled substance in his vehicle.  He was arrested, processed and later

                   transported to the PSB in Danville to await arraignment. He was also given a

                   traffic citation and traffic court date.

Unit #2:                Stop Sign owned by IL Department of Transportation

Details:                 HPD responded to the above area in reference to a stop sign that had

                             been damage as a result of a hit and run accident.  After an investigation,

                             it was determined that Mr. Laird had hit the sign and left the area.  He was

                             later located and was advised that the following traffic tickets would be

                             sent to him:

Possession of Controlled Substance (Heroin/Meth), Possession of Hypodermic Needles,

Location:    800 blk N Market

Arrested:     Rory Kempen (32) Hoopeston male

Details:       HPD officers stopped the vehicle Mr. Kempen was driving after a traffic

                   infraction had been observed.  A computer check revealed subject had a

                   revoked driver’s license. During the search of the vehicle, illegal contraband

                   was located.  Subject was arrested, processed and later transported to the PSB

                   in Danville to await arraignment.

Details:          HPD was called to the above location in reference to a report of a burglary

                      to a garage.  Complainant stated that sometime in the night, unknown

                      subject(s) entered his garage and stole several items.  An investigation continues.

Details:       Unit #1 began to back out of a parking spot in the area when they backed into Unit #2 which had stopped for a funeral procession. Both units insured. No injuries. No citations.

Unit #1:                2008 Ford F250 driven by Chase Maden of Rossville

Unit #2:                2002 Mercedes 4 door driven by William Kirts of Milford

Details:                 Unit #2 was traveling northbound on Dixie Hwy.  Unit #1 turned

                             out of the turn lane striking Unit #2. No injuries were reported and

                             both vehicles are insured.  Unit #1 was cited for Improper Turn.

Hoopeston Police Department Report 7/7-7/9/18

Traffic Accident            H18-3666

Location:    500 N Market St, Cheese Park

Unit #1:       2004 Buick driven by 15 year old Hoopeston juvenile

Unit #2:       Tree in park

Details:       Juvenile was driving northbound on Market when the car left the roadway

                   and travelled into the park.  The vehicle hit a tree and was unable to move

                   any further due to damages to the car.  Juvenile was given a traffic citation for

                   No Valid Driver’s License. Guardian of juvenile was given a traffic citation

                   for Permitting Unauthorized Person to Drive. No injuries were reported and

                   Unit #1 was insured.

Details:                 Officers responded to the above in reference to a domestic dispute. Cannon was located and arrested for the above charge. He was transported to HPD where he was processed and later transported to the PSB.

Details:   Hoopeston Police responded to report of excessive noise, at the above location. Upon arrival found the listed arrestees were being loud and found to be in possession of the above listed product.     Both were transported HPD processed and released on City Ordinance Tickets to appear.

Details:       At the above time Hoopeston Police were summoned to a disturbance and found the above listed arrestee.   The female was charged with the listed charges and transported to HPD processed and then later transferred to PSB Danville to await court arraignment.

Arrested:        Skyler Cannon (26) of Hoopeston

Details:          Mr. Cannon was arrested after an incident that occurred at the above location. 

                      He was taken to HPD, processed and later released with a city ordinance

                      citation and a court date.

Arrested:                        Chad W. Baker (43) of Hoopeston

Details:                          Officers responded to the above location for a subject to be removed.

Mr. Baker was taken into custody on the charge of trespassing that occurred on 06/28/18. Mr. Baker was transported to HPD where he was processed and later released with a notice to appear.

 

 

 

 

Disorderly Conduct/Filing out a False Police Report   H18-3488   V18-5650

Arrested:                        Toy L. Brown (42) of Hoopeston

Details:                          Officers responded to the above location in reference to a stolen vehicle report.  It was later discovered that Brown had given false information. Brown was taken into custody on the above charges. Brown was taken to HPD, where she was processed and later transported the PSB.

 

Disobeying Police (City Ordinance)           H18-3508

Location:              800 block of E. Penn

Arrested:              Sherma Hopkins (44) of Hoopeston

Details:                 Officers were dispatched to the above in reference to a verbal dispute.

Once on scene Hopkins refused to cooperate with officers. Hopkins was charged with the above, taken to HPD where she was processed and later released with a notice to appear in Hoopeston city court.

 

 

Traffic Accident            H18-3509

Location:              200 block of N. 4th St

Unit #1:                2016 Chevy Sedan driven by Michelle Weber of Hoopeston

Unit #2:                 2001 Hyundai owned by Jason Reffitt of Georgetown

Detail:                  While traveling southbound on N. 4th St the driver of Unit #1 struck Unit #2 that was parked on the side of the road. No injuries reported. No citations issued. Both units were insured.

Details:       Property belonging to Angela Dawn Stover was found lying along the highway and gathered up and brought to HPD for the owner to pick up.  

 

Found Bicycle

Location:    500 blk W Penn

Details:       A Next mountain bike was found in the area.  The owner may identify and claim

                   at HPD.
