Hoopeston Police Department Report 4/30/19

Possession of Cannabis; Possession of Drug Paraphernalia (City Ordinance)   H19-2156

Time:          1:40am

Location:    400 block of E. Penn

Arrested:     Charles B. Powell (18) (M) of Hoopeston

Details:       While on a traffic stop an investigation revealed Mr. Powell to be in possession of Cannabis and drug paraphernalia. Mr. Powell was taken to HPD, where he was processed and later released with a notice to appear in Hoopeston City Court.

Driving While License Suspended; Operating Uninsured Motor Vehicle           H19-2094

Arrested:              Daryl Fink (43) (M) of Hoopeston

Details:                 While on a traffic stop a computer check revealed that Mr. Fink did not have a valid license. Fink was taken to HPD, where he was charged with the above, processed and later released with a notice to appear in Traffic Court

Details:                 At the above time, HPD was requested for an incident that was occurring in the area.  Male subject was transported to HPD processed and then transported to PSB Danville

Traffic Accident            H19-2086

Location:                   The Pump, 1023 W Main Street

Unit #1:                     2002 Chevrolet driven by Charles Fordoneill (M) (21) from Danville

Unit #2:                     The Pump

Details:          Unit #1 was backing out of a parking space moving north bound.  The passenger side rear bumper struck the s/w corner of The Pump causing damage to the steel building.  No injuries were reported and no tickets were issued.

Unlawful Acts Constituting Disorderly Conduct (City)          H19-2062

Location:       W Washington/S 3rd St

Complainant:  29 year old Hoopeston male

Arrested:        Joseph Cannon (46) (M) of Hoopeston

Details:          HPD officers were called to the above location for the report of a civil

                      dispute.  After an investigation, Mr. Cannon was arrested and take to HPD

                      to be processed.  He was later released with a city citation and city court

                      date.

Complainant:  20 year old Hoopeston woman

Arrested:        Joseph Cannon (46) (M) of Hoopeston

Details:          While on the previous call, Mr. Cannon allowed HPD officers to search his

                      vehicle.  Officers found property belonging to the complainant and was arrested

                      for theft.  He was taken to HPD, processed and later released with a notice to

                      appear in county court.

 

Found Property

Location:    Route 1 near Hennings

Details:       A large tire with rim was found on Route 1 in the area of Hennings.  The owner

                   may identify and claim at HPD.

FARM BUREAU OPPOSES PROGRESSIVE INCOME TAX PROPOSAL

Vermilion County Farm Bureau’s Board of Directors discussed the proposed Progressive Income Tax bill in the Illinois Senate. And Vermilion County Farm Bureau President Dennis Smith has issued the following statement regarding that issue:

 

Vermilion County Farm Bureau supports legislative policy and action that improves the business climate in Illinois. That is why we continue to support the current flat rate state income tax.

Taxpayers with higher incomes already pay more based on their income level. Changing the constitution to allow variable taxing rates – combined with the state’s continued fiscal uncertainties – will make it easier to target key economic sectors for higher taxes in the future.

This action would again send the message that Illinois does not foster a business-friendly climate, and would continue to hurt small businesses across the state. And we don’t need to add another reason for people to move out of Illinois.

For these reasons, Vermilion County Farm Bureau opposes the progressive income tax in Illinois, and urge all Farm Bureau members to contact their state senator to voice your concerns. Call 888-200-3794 to be connected to your state senator’s district office.

Fire Call

Time:          07:38am

Location:    200 block W Maple St

Details:        HFD, HPD, all responded to a report of the area resident had a large fire in the back yard.  Turned out the illegal burn of furniture and wood product had been set on fire.   Fire was put out.   Resident was warned that this is illegal and only yard waste is approved for disposal in this manner.

Details:       Owner of the Brown Igloo Sportsman Cooler can pick it up at the Hoopeston Police Department.

Details:       HFD, HPD, all responded strong odor in the area of natural gas.   Nothing located other than anhydrous being applied to the fields in the area.

Arrested:     16 year old female juvenile

Details:       HPD officers were called to the location for the report of a domestic disturbance.

                   A computer check of juvenile revealed that she had an outstanding warrant out

                   of FL for Failure to Appear First Degree Petit Theft and Violation of Probation.  She was arrested and taken to HPD to be processed.  She was later

                   transported to the Juvenile Detention Center in Danville to await extradition.

Arrested:     Bailee Cannon (19) of Hoopeston

Details:       Officers were called to the above in reference to a loud noise complaint.

A computer check revealed Cannon to have an outstanding Vermilion County Warrant  (18CM0887) Cannon was taken to HPD, where she was charged with the above, and processed. Cannon posted bond and was released with a new court date.

Arrested:     Amelia Young (23) of Hoopeston

Details:       Officers were called to the above in reference to a subject to be removed.

A computer check revealed Young to have an outstanding Champaign County warrant (19CM8). Young was taken to HPD, where she was processed and later transported to the PSB to await extradition.

Unit #1:       2010 Ford Pickup Truck driven by Danny Schmidt of Hoopeston

Unit #2:       2015 Chevrolet 4 door owned by Keelan Pratt of Rossville

Details:       Unit #2 was parked facing Northbound. Unit #1 traveling Northbound struck Unit #2 in the rear. Driver of Unit #1 was later located and cited for Operating an Uninsured Vehicle and Leaving the Scene of Motor Vehicle Accident.

Arrested:     Brandon Enos (33) of Danville

Details:       Officers were called to the above in reference to a domestic dispute.

                   After an investigation Enos was taken to HPD, where he was charged with the above, processed and later transported to the PSB.

Unit 2:                   2014 Nissan driven by Esteban Rangel (M) (70) of Hoopeston  

Details:                 At the above time HPD was request to respond to investigate an accident

Both units insured, Unit 2 had to be towed from scene to their residence.  No injuries reported time of report.

Details:                 Officers responded to the above in reference to a battery that had just occurred. Simonton was later located and charged with the above. Simonton was taken to HPD, processed and later released with a notice to appear.

Details:                 Complainant contacted HPD after her window was broken. Investigation continues.

Arrested:     Tamie Burnside (38) (F) of Watseka

Details:       HPD officers stopped vehicle, Ms. Burnside was driving on a traffic violation. 

A computer check revealed subject had a suspended driver’s license.  She was taken to HPD to be processed.  She was later released with a traffic violation and court date.

Details:       Ms. Edwards turned herself in to HPD on a Vermilion County Warrant.  She was processed and released after appropriate bond was paid.

Arrested:     Dustin Leslie (35) (M) of Hoopeston

Details:       HPD officers stopped the vehicle that Mr. Leslie was driving for a traffic-                                  violation.  A computer check revealed that his driver’s license was revoked.

                   He was arrested and taken to HPD to be processed.  He was later released with

                   a traffic citation and traffic court date.

Details:                 At the above time the complainant contact HPD reference to an unauthorized

credit card account had been opened in their name.    Complainant has contacted Card Company, Police, and State AG Office to file reports.

Arrestee #1:          Labaume, Chad T. (M) (41) of Hoopeston  (Charged with Battery)

Arrestee #2:          Harvell, Dorothy A (F) (59) of Hoopeston (Charged Disobeying Police)

Details:      At the above time and date of occurrence, HPD was summoned to the above location reference to several armed combatants in the area.  They police arrived separated all parties, and detained several till they were able to get to the truth of the incident.   The above two subjects were charged in connection with the call.  Both subjects were booked, process, and released with Notice to Appear in Hoopeston City Court.

Arrested:     Federico Alconedo (45) of Hoopeston

Details:       Officers stopped the vehicle driven by Alconedo for a traffic violation.  Subject

                    arrested for no valid driver’s license and transported to HPD.  He was later released

                    from HPD on a notice to appear in traffic court.

Complainant: 19 year old Hoopeston male

Arrested:        Holly Irvin (38) (F) of Hoopeston

Details:          HPD officers were called to the above location for a battery that had occurred.

                      Officers later located Ms. Irvin and arrested her for domestic battery and

                      possession of methamphetamines.  She was taken to HPD to be processed.  She

                      was later transported to the PSB in Danville to await arraignment.

Location:              Hoopeston Jr. High School 615 E Orange Street

Arrested:              14 year old Female Juvenile

Details:       At the above time HPD was requested to the Jr High School reference to the 14 year old female that was found in possession of cannabis and drug paraphernal on the school grounds.   Female was processed at HPD given a Notice to Appear in City Court, and later released to the custody of family.

Details:       HFD, HPD, Arrow all dispatched to report of smoke coming from a 3rd floor apartment window.  Turned out to be burnt food on the stove.  No fire and No damage.

Arrested:              Napier, Alexander J (M) (23) of Hoopeston

Details:       Hoopeston Police responded reference to a dispute between the 2 people.  Complainant wished to pursue a charge of assault against the male.   Male was transported to HPD processed for above charge.  Subject was released on Notice to Appear in Hoopeston City Court.

Cited:                    Shannon Acosta (40) of Hoopeston

Details:                 Officers stopped the vehicle driven by Acosta for a traffic violation. After speaking with the subject, officers determined she did not have valid insurance. Acosta was given a citation for the above charge.

Details:                 Officers responded to the area of the above in reference to a dispute between two male subjects. Bane was arrested, transported to HPD, and released with a city NTA for the above charge.

Arrestee:     Gaffney, Zackery J. (M) (25) of Rankin IL

Details:        Mr. Gaffney turned himself into HPD officers on an outstanding Ford County

                   warrant for FTA Possession of Paraphernalia.  Subject posted bond and was

                   released with a new Ford County court date.

Details:       HPD officers stopped the vehicle that Mr. Williams was driving for a traffic

                   violation.  A computer check revealed that subject had a suspended driver’s

                   license.  He was arrested and taken to HPD to be processed.  He was later

                   released with a traffic citation and date for traffic court.

                   James McCallaugh (19) (M) of Hoopeston

Details:       HPD officers were called the above location for the report of an underage

                   drinking party.  After an investigation, the 3 subjects were arrested and given

citations for purchase/acceptance of alcohol by minor, while Mr. Jones was given an additional citation for possession of cannabis.  All subjects were released on

notice to appear and city court date.

Arrested:              Wakefield, Claudia M (F) (51) of Hoopeston

Details:    Hoopeston Police was requested to the business for a disturbance that had occurred inside the store and outside.   Suspect fled the store prior to police arrival.  Suspect then drive by the store and police stopped her and placed her in custody.   She was transported to HPD processed and released on NTA for City Court

Details:       At the above time HPD was requested for a complaint of Burglary to the caller’s garage.  Caller states no one had permission to enter or remove property from the garage.

Arrestee 1:            England, Jennifer L (F) (53) of Buckley IL

Arrestee 2:            Brock, Jennifer L (F) (29) of Cissna Park IL

Details:       Hoopeston Police were requested to respond to the Dollar General Store Hoopeston reference to 2 females that were observed attempting to remove property without paying for it.    They ladies were confronted after leaving the store, items were recovered and in the process the other charges came about.     They were processed and later transported to PSB to await bond hearing before a judge.

Identity Theft

Location:       500 blk W Dice St

Complainant:  64 year old female

Details:          Female arrived at HPD to advise an unknown subject had gained access to

                      her social security information and had changed the bank information for

                      her direct deposit.  Officers have made contact with the bank who has the

                      new account information and are working to obtain information on the

                      suspect.  Victim has updated social security, they are correcting the problem

                      on their end.

Complainant:  37 year old Hoopeston male

Arrested:        13 year old juvenile

Details:          HPD officers were called to the above location for the report of armed

                      violence.  Upon investigation and a small foot pursuit, the juvenile was

                      arrested and taken to HPD to be processed.  Subject was later transported

                      to the juvenile detention center in Danville to await arraignment.

Details:       HPD officers were called to the above location for the report of an argument

                   between neighbors.  Mr. Taylor refused to let officers interview witnesses, so

                   he was arrested. Subject was transported to HPD, processed and later released

                   with city citation and court date.

Possession of Cannabis                    H19-1587    (Delayed Entry)

Date of Detention:          April 1st, 2019

Time of Detention:          11:54 AM

Location:              Hoopeston Middle School, 615 E Orange Street

Detained:              14 year old Female Juvenile

Details:       Hoopeston Police were called to the Middle School for a juvenile who had been          

                   found in possession of cannabis.  She was arrested and taken to HPD to be

                   processed.  She was later released to a guardian and given a city citation and court

                   date.

 

 

Bicycle Found,   A Gray Roadmaster was found and brought to HPD, owner may claim at City Hall.

Complainant:  44 year old Hoopeston woman

Arrested:        Stone, Timothy G (M) (60) of Hoopeston

Details:          HPD officers were called to the above location on a disturbance.  Upon

                      investigation, Mr. Stone was arrested for domestic battery.  He was taken to

                      HPD, processed and later transported to the PSB in Danville to await

                      arraignment.

Details:       HPD officers stopped the vehicle that Mr. Perez-Coronado was driving for a

                   mechanical issue.  A computer check revealed that subject had no driver’s

                   license.  He was arrested and taken to HPD to be processed.  He was later

                   released with a traffic citation and court date.

Details:       Officers checked out with Ms. Hoover at the above location.  A computer check

                   revealed that she had an outstanding warrant through Iroquois County.  She was

                   arrested and taken to HPD to be processed.  She was later released after posting

                   bond and was given a new court date.

Location:    702 W Main St, Treasured Roots

Details:       HPD was sent to the location for the report of an alarm.  Upon arrival, smoke

                   was found coming out of the greenhouse area.  HFD was dispatched and put

                   out the fire.  No injuries were reported.

Arrested:     Gary Watson (55) of Hoopeston

Details:       Officers conducted a traffic stop on the vehicle driven by Watson. A computer check revealed his driver’s license was revoked. He was transported to HPD on the above charges where he posted bond after being processed and was released with a court date.

Arrested:     Mark Hewitt (59) of Hoopeston

Details:       Officers responded to the area of the above in reference to a suspicious person walking through the area. Upon arrival, officers located and spoke with Hewitt. After giving consent to search, drug paraphernalia was located on the individual. He was transported to HPD where he was processed and released with a city NTA.
