Details: At the above time, subject report that person(s) unknown and without permission had taken Two (2) Propane tanks from the property.

PERSONAL INJURY CRASH ROSELAWN

 

On Monday, March 30th, 2020 at approximately 07:03am, Newton County Deputies were dispatched to a two vehicle crash with injuries at State Road 10 near County Road 200 E, in front of Ten Oaks mobile home park. This is one mile west of the intersection of SR 10 and SR 55.

 

Upon the Deputies arrival it was found that a passenger car with three occupants had exited Ten Oaks onto State Road 10 to travel westbound on State Road 10. A Ford F-550 service truck was traveling eastbound on State Road 10.

 

According to Deputy Wallace’s investigation, evidence on scene suggested that the passenger car exited Ten Oaks Park and failed to yield to the right of way of the Ford F-550.

 

Due to sun glare, the driver of the F-550 saw the passenger car pulling out in front of him at the last second and attempted to stop. The Ford F-550 was unable to stop in time and impacted the passenger cars driver’s side, causing both vehicles to spin off of the roadway.

 

The driver of the F-550 (27 year old Sheldon, IL man) did not request medical attention on scene.

 

Two occupants (16 year old male of DeMotte and 20 year old male of DeMotte) of the passenger vehicle were able to exit and were transported to nearby hospital for nonlife threatening injuries.

 

The driver of the passenger car (18 year old Wheatfield, IN man) was trapped inside of the vehicle and had to be extricated. Upon the driver being extricated, he was flown to a local hospital by Luthern Air helicopter with critical but non-life threatening injuries.

 

Names are being withheld at this time.  The crash is still under investigation.

Second Positive Case of COVID-19 in Iroquois County

The Iroquois County Public Health Department has confirmed the second positive case of novel coronavirus disease (COVID-19) in an Iroquois County resident on March 27, 2020. This individual was tested March 24th by a medical provider. Laboratory confirmed results were received today. The individual is a man in his 40’s located in Iroquois County. The individual is at home, doing well, and cooperating with public health officials. He will remain in isolation per Illinois Department of Public Health guidance. At the time of this press release Iroquois County has two individuals with laboratory confirmed cases: ? Case 1: Male in his 50’s- Isolated at home ? Case 2: Male in his 40’s- Isolated at home At this time we are not providing any additional details on these individuals. Our Communicable Disease nurses are working tirelessly to complete investigations, conduct contact tracing and notify anyone determined to be at increased risk of exposure. The situation is fluid. Guidance and recommendations regarding patients under investigation may evolve as more is learned. It is important to remember that even though there have been confirmed cases, this is not cause for panic. Please continue to practice social distancing and other safety measures to limit COVID-19 exposure. Most importantly stay home if you are sick! If you have a respiratory illness, stay home for 7 days after your symptoms started and for 3 days after your fever has stopped without the use of fever reducing medications, and your cough or sore throat symptoms have improved (whichever is longer). First Positive Case of COVID-19 in Iroquois County Confirmed
The Iroquois County Public Health Department has confirmed the first positive case of novel coronavirus
disease (COVID-19) in an Iroquois County resident on March 26, 2020.
This individual was tested March 23rd by a medical provider. Laboratory confirmed results were received today.
The individual is a man in his 50’s located in Iroquois County. The individual is at home, doing well, and
cooperating with public health officials. He will remain in isolation per Illinois Department of Public Health
guidance. At this time we are not providing any additional details on the individual. Public health officials are
evaluating exposures and will notify those we determine to be at increased risk of exposure. The situation is
fluid. Guidance and recommendations regarding patients under investigation may evolve as more is learned.
It is important to remember that even though there has been a confirmed case, this is not cause for panic.
The Iroquois County Public Health Department is working closely with Illinois Department of Public Health
and numerous local organizations, including Iroquois County EMA, Iroquois Memorial Hospital, emergency
responders (EMS, law enforcement, fire departments, 911 dispatch), and several long-term care facilities. Each
morning these organizations are brought together virtually through the Iroquois County Emergency Operation
Center (EOC) to conduct briefings, communicate needs, and coordinate efforts. This cooperation ensures
Iroquois County’s joint preparedness for and response to COVID-19.
We strongly recommend to continue social distancing and other safety measures which include:
? Stay home as much as possible with adherence to the Governor’s Shelter at Home requirement.
? If gatherings are necessary, limit the number of people to 10 or less.
? Call to check on family, neighbors, and older adults instead of visiting.
? Check with your provider about telehealth options if you feel ill.
? Remember to continue using proper hand hygiene.
? Cover your nose and mouth with a tissue when sneezing or coughing. Dispose of the tissue immediately.
If no tissue is available, sneeze or cough into your elbow.
? Do not shake hands. Instead, use another non-contact method to address others.
? Clean frequently touched surfaces often.

Most importantly stay home if you are sick! If you have a respiratory illness, stay home for 7 days after your
symptoms started and for 3 days after your fever has stopped without the use of fever reducing medications, and
your cough or sore throat symptoms have improved (whichever is longer). Avoid the emergency department

We recommend consulting with your doctor if you have the following:
? Fever, cough, shortness of breath or other cold or flu-like symptoms and do not feel better after three to
four days. Use telephone, text, telemedicine or a patient portal to reach out rather than going to your
doctor in person if possible.
? You are an older adult or have chronic health conditions of concern (heart disease, diabetes, lung
disease) and are exhibiting mild symptoms.
Your provider will decide if you need medical care. You usually do not need to be tested unless you are
admitted to the hospital.

Balloons Over Vermilion announces cancellation

We certainly live in uncertain times…..truer words were never spoken.

The Covid-19 virus has changed our lives, our outlooks and our concerns for friends, families and businesses. We all strive to live under “shelter in place” orders, march off to work in “necessary” but still frightful situations, and attempt to maintain a calm and positive outlook on the future.  Still, difficult decisions must be made with the best interests of all in mind.

It is with heavy hearts, but mindful of the serious situation we all face, that we announce the cancellation of Balloons Over Vermilion 2020.  In making this difficult decision, our Board of Directors has considered many factors, among them the following:

1)      Since its inception, Balloons Over Vermilion has been a professionally organized, community-based family event.  It has been made possible by the dozens of generous sponsors who support the event every year.  Today, many of those sponsors are concerned with keeping their businesses open in a very trying time.  Whether open or closed, they are attempting to protect and pay their employees while continually wondering what the future holds for them, their employees and their livelihoods. Asking sponsors to support a community event at a time in which they find themselves struggling to support such significant human factors would certainly not be in the best interests of our community as a whole.

2)      The question of “when will this all be over” is yet to be answered.  Unfortunately, there are varying degrees of estimates and answers to this question from very educated and informed professionals, none of who are indicating it will end soon.

3)      Planning for Balloons Over Vermilion takes the time and effort of many devoted volunteers. Contracts are signed, equipment is ordered, and commitments are made well in advance of the opening of the gates.  Unfortunately, the date of July 10, 2020 continues to approach.  We are not able to, nor are we willing to, ask sponsors to make financial commitments under the current circumstances.  Contracts for services cannot be signed in good faith, volunteers cannot be solicited, and balloonists cannot be tied to an event that may not happen. If we knew the “all clear” date, we could estimate if it would allow enough time to complete all the tasks necessary to provide the quality event that the community has embraced. But no one knows the “all clear” date and it pushes closer to our event date with each passing day.

4)      Vermilion County has yet to experience its first case of the Covid-19 virus. We are fortunate in this regard, but also mindful that a mass gathering like Balloons Over Vermilion attracts visitors, participants and vendors from across the nation.  Protecting the health and welfare of all our residents and guests is a commitment we do not take lightly, and one which weighed heavily in our decision.

 

For these reasons, and as an abundance of caution, Balloons Over Vermilion 2020 has been cancelled.  Due to the schedule of national ballooning events, it is not possible to postpone the event to a later date this year. There simply are not any later dates available which meet the local calendar and weather scenarios.

 

The Board of Directors and the entire Steering Committee of Balloon Over Vermilion remain fully committed to the future success of this event and we look forward to seeing everyone enjoying the sites, the flights, the smiles and the excitement of Balloons Over Vermilion 2021 to begin July 9, 2021.

Details: HPD officers were called in reference to a civil dispute with property damage. After an investigation, officers located Mr. Billips, and he was

arrested and taken to HPD to be processed. He was later released with a

city citation and city court date.

CRIS Healthy-Aging Center to Provide Wellness Kits for Older Adults 60+ and their Caregivers

Given the ongoing heath concerns with COVID-19, CRIS Healthy-Aging Center will be providing “Wellness Kits” to older adults 60 and older and their caregivers in Champaign County.  These kits include various items that will aid in comforting someone who is ill as well as preventing the spreading of germs.

 

These kits may include: Soup packets, crackers, disinfectant wipes, tea bags, tissues, menthol rub, sugar-free cough drops, soap, and more.

 

To qualify for a Wellness Kit, one must be over the age of 60 or caring for someone 60 or older.

 

CRIS is also offering these Wellness Kits to grandparents age 55+ raising grandchildren.

 

These Wellness Kits are only available while supplies last.  Kits may vary as supplies are more or less available.

Registration will be done by phone or walk-in registrations are welcome on Thursday, March 19th, and Friday, March 20th, 8am – 4pm at CRIS Healthy-Aging Center, 1606 Willow View Road, Suite 1E, Urbana, IL 61802.

Details: HPD officers were called to the above location for a domestic disturbance.

Mr. Roof was arrested and transported to HPD for processing and later released with a city notice to appear.

Hoopeston Library, Lorraine Theater, and Hoopeston Schools Close from COVID-19

Hoopeston Public Library will be closed effective MONDAY, MARCH 16 and all programs are cancelled until further notice.

 

The March movies for the rest of March are cancelled as is the Eagles Concert on April 4th due to the coronavirus.

 

Hoopeston Area Schools will not be in session on Monday, March 16, but will offer free sack lunches to students Tuesday, March 17 - Friday, March 20 at the following locations: 112 Coffee Shop in Hoopeston; Rankin Lion's Club, East Lynn Fire Station, and Wellington Post Office. Please see the attached flyer.  Educational materials will be available at the lunch pick up locations.

Administrators will be at the individual buildings from 8:00-11:00; 1:00-3:00 Monday, March 16 - Wednesday, March 18, of students need to pick up any learning items.

 

CITY OF HOOPESTON TO IMPLEMENT STAGE I OF COVID-19 RESPONSE PLAN

Due to the recently announced cases of COVID-19 in Champaign County, it has been decided to implement Stage I of the City of Hoopeston COVID-19 response plan. This plan was created by myself, EMA Director Hardcastle, and Chief of Police DeWitt to combat the spread of this virus throughout our city.  The following steps will begin effective Tuesday, March 17, 2020: 

 

• I will be directing city department heads and employees to begin planning for contingency of operations and staffing needs throughout the crisis. 

• I encourage the community to stay home if you are feeling ill. Do not go to public spaces or gatherings.

• Citizens should be ready to implement personal preparedness to limit the spread of the virus (proper handwashing, hygiene, sanitation, etc.). 

• City Hall will be open to the public only by appointment. Please call the city offices at 217-283-5833 to arrange an appointment if necessary.  

o Alternate payment methods are pay by phone, pay online, or drop it in the drop box in front of City Hall. 

o The police department window will still be open for walk-in reports. 

• The regularly scheduled City Council meeting for Tuesday, March 17, 2020 will be open to the public. However, we ask that citizens observe social distancing in the Council Chambers. Those choosing to attend should wash their hands thoroughly or sanitize once inside the building. If a member of the public has any symptoms of illness, please stay home.

• I will be holding regular briefings with the police chief and EMA director to determine the extent of the spread of the virus and if other actions need to be taken, such as implementation of Stage II or III.

Details: HPD officers responded to the above location to attempt to located Mr.

Zollar for outstanding warrants.  A computer check revealed that he had

warrants from Vermilion and Macon counties.  He was arrested and taken

to HPD to be processed.  He was later transported to the PSB in Danville

in lieu of bond.

ILLINOIS STATE POLICE MAKE ARREST FOR CHILD PORNOGRAPHY

Bourbonnais, IL –Illinois State Police (ISP) officials arrested Tyler Vandermolen, (M/35) a Canadian National, for one count of Possession of Child Pornography (Class 3 Felony) and one count of Possession of a Controlled Substance (Class 1 Felony).

 

ISP Investigators initiated an investigation after receiving information Vandermolen was allegedly engaged in possession of child pornography. A thorough investigation ensued, and a search warrant was executed on March 10, 2020, at Vandermolen’s temporary residence. During the warrant execution, Investigators seized 36 grams of cocaine and evidence supporting an arrest for child pornography. Vandermolen was arrested and charged with one count of Possession of Child Pornography (Class 3 Felony) and one count of Possession of a Controlled Substance (Class 1 Felony). Vandermolen is currently being held at the Kankakee County jail, awaiting a bond hearing.

Unit #2: 2012 Honda Civic driven by Payton Frederick (M) (19) of Hoopeston

Details: Unit #2 was traveling eastbound on Penn St. Unit #1 was traveling south on

3rd St and failed to yield the right of way. Unit #1 left the scene of the accident

before police could arrive. An investigation continues. No injuries were reported and Unit #2 was insured. Mr. Crook was issued 3 citations for Failure to Yield at

Arrested: Robert Eldridge (25) (M) of Hoopeston

Details: While on patrol, HPD officers checked out with subject in reference to an

investigation. A computer check revealed that Mr. Eldridge had an outstanding

Champaign County warrant. He was arrested, taken to HPD to be processed

and later transported to the PSB in Danville to await extradition.

Traffic Accident (hit and run) H20-0992

Unit #1: Unknown

Unit #2: 2012 Honda Civic driven by Payton Frederick (M) (19) of Hoopeston

Details: Unit #2 was traveling eastbound on Penn St. Unit #1 was traveling south on

3rd St and failed to yield the right of way. Unit #1 left the scene of the accident

before police could arrive. An investigation continues. No injuries were reported and Unit #2 was insured.

Arrested: Kathyn Labaume (41) year old Hoopeston female

Details: While meeting with Labaume at HPD in reference to another call a computer check revealed her to have an outstanding warrant out of Williamson County. Labaume was processed and transported to the PSB to await extradition.

Time: 07:47am

Location: 226 E Main Street / In front of NAPA

Details: HPD officers was called to an accident with no injuries. No tickets issued. Both vehicles drove away from the scene.

Unit 2: 2016 Nissan Sedan owned by Kayla Blakely of Wellington

Details: As Blakely was leaving the store she observed a vehicle strike her vehicle.

Unit 1 then left the scene of the accident. No injuries reported. Unit 2 was insured.

Arrested: Brian Kinnaird (40) year old Hoopeston male

Details: Officers checked out with Kinnaird who they knew to have an outstanding warrant out of Vermilion County. Kinnaird was taken to HPD, processed and later released with a new court date after posting bond

Details: At the above time the complainant called into HPD and reported that person(s) unknown and without permission smashed his window on his home.

Arrested: Moore, Alexis L (F) (22) of Hoopeston

Details: Female came to HPD surrendered herself to be processed on a Vermilion County Traffic Warrant 19TR06153 and posted the required bond. She was processed and released with a new court date for Danville.

Details: An unknown vehicle hit the driver side rear view mirror. Officer was unable to locate Unit 1. No Injuries, both Unit 1 and 2 were able to drive away

Airplane Crash on I-55 near Lincoln, IL

WHAT:                      Airplane Crash

WHERE:                   I-55 Southbound at Milepost 126, Logan County

WHEN:                      Mar. 03, 2020 at 8:49 a.m.

VEHICLE:                Unit 1- Airplane

PASSENGER(S):      Multiple Occupants – Condition Unknown at the time

            PRELIMINARY:      At approximately 08:49, a small airplane crashed on I-55 at M/P 126 in Lincoln IL. The plane became fully engulfed upon impact in the middle of the interstate. Multiple Agencies on the scene to assist. Federal Aviation Administration (FAA) has been notified and is responding. I-55 S/B traffic is being diverted at M/P 126 into Lincoln, IL by IDOT. I-55 S/B road closure is expected for an extended period of time (4-5 hours).

Unit #2: 2014 Mack Semi driven by Reynaldo Montez (56) (M) of Hoopeston

Details: At the above time, Hoopeston Police were requested at the scene of a traffic accident. No report of Injuries at the time. Semi was driven away from scene, Unit 1 had to be towed from the scene by Paul’s Auto and Towing Service. Unit 1 cited for no proof of insurance

Details: At the above time, HPD officers responded with Arrow Ambulance to a female who was unresponsive and had been battered. Through the initial investigation, several subjects came forward advising that they had also been battered. An investigation continues and report forwarded to the Vermilion County States Attorney Office for possible charges.

Unit #1: 1999 Dodge Pickup driven by Joshua Hasbargen (26) (M) of Hoopeston

Unit #2: Guide wire owned by Frontier Communications

Details: At the time of report, HPD officers were called out in reference to damage to

the guide wire of a utility pole. An investigation found, Mr. Hasbargen to be

the driver of Unit #1. He advised that while exiting the alleyway, he turned

too tight and the side of his truck made contact with the guide wire. Mr.

Hasbargen was cited for Operating an Uninsured Vehicle, Leaving the Scene of

an Accident, and No Valid Driver’s License and given a date for traffic court.
