Hoopeston Police Department Report August 29-September 4

Wanted on Warrant (Cook County) H17-3303 V17-8460
Time: 2:11am
Location: 400 block of E. Honeywell
Arrestee: George Eleopoulos (51) of Hoopeston 
Details: Officers were called to the above in reference to a domestic disturbance.
A computer check revealed Mr. Eleopoulos had an active warrant out of Cook County. He was taken to HPD, processed, and later transported to the PSB to await extradition.  
 
Traffic Accident H17-3312
Time: 3:36 pm
Location: 100 Blk E. Orange
Unit #1: 2003 Pontiac 4D driven by Theresa Saldana (27) of Hoopeston
Unit #2: 2010 Chevrolet 4D driven by Gretchen Warren (56) of Georgetown
Details: Both units were traveling westbound in the 100 block of E. Orange when 
Unit #1 struck the rear end of Unit #2. There were no injuries, no citations, 
and both units were insured. 
 
Reckless Driving, Operating Uninsured Vehicle H17-3316
Time: 9:17am
Location: 400 block of W. Lincoln
Arrestee: Thad A. Finnell (24) of Hoopeston 
Details: HPD responded to the area on the complaint that someone was driving recklessly in the area. The above subject was issued citations for the above and given a court date. 
 
Driving While License Suspended H17-3319
Time: 12:26am
Location: 400 block of N. 6th Ave 
Arrestee: Derek O Neal (25) of Hoopeston
Details: While on a routine traffic stop a computer check revealed that 
Mr. O Neal did not have a valid license. He was charged with the above, transported to HPD, processed and later released with a court date.  
 
 
Traffic Accident (PD) H17-3330

Location: Alley behind 111 E Main Street
Unit 1: 2016 Volvo driven by Richard Poepsel of Peoria 
Property: Guide Wire belonging to Frontier Communications
Details: at the above time, driver of unit 1 reported that he struck a guide wire belonging to Frontier Communications, pulling it out of the ground.   Minor damage to driver’s company owned Semi Tractor.    Unit is insured and no Injuries reported.

Location: Bank/Penn St
Arrestee: 17 year old Rossville male
Details: While on a routine traffic stop male subject failed to provide proof of valid insurance. He was charged with the above and released with a court date.

Details: Hoopeston Fire Department was paged for an audible fire alarm.  Smoke was located.  No injuries.

Arrestee: Francis Briscoe Jr (46) year old Hoopeston male
Details: HPD responded to the above in reference to a forged checks.  After an investigation Mr. Briscoe was charged with the above, taken to HPD, processed and later transported to the PSB to await arraignment. 
 
 
Agg. Domestic Battery; Unlawful Restraint; Interfering With The Reporting of Domestic Violence H17-3352 V17-8541

Location: 300 block of Larkspur Lane
Complainant: (41) year old Hoopeston female
Arrestee: Charles Gawthorp lll (34) of Hoopeston
Details: Officers were called to the above on the report of a domestic disturbance in progress. Mr. Gawthorp was charged with the above, taken to HPD where he was processed and later transported to the PSB to await arraignment. 
 
 
Warrant Arrest H17-3353 V17-8542

Location: McFerren Park
Arrested: (16) year old Hoopeston juvenile
Details: HPD officers were called to McFerren Park for a juvenile with an 
outstanding Vermilion County warrant.  Subject was taken to HPD, processed and later transported to the Juvenile Detention Center in 
Danville.

Time of Call: 10:01 AM
Location: Drainage District Ditch 1000 block W Orange Street 
Details: Drainage district ditch was on fire under the bridge that Orange Street crossed over the water way.   HFD & HPD responded to the scene to put the fire out.   HPD provided traffic control for the scene 
 
 
Driving While License Suspended; Operating Motor Vehicle without Insurance; Unlawful Display of Registration H17-3366

Location: E. Thompson/N. 7th Ave
Arrestee: Jackie Carswell (34) year old Hoopeston female
Details: While on a routine traffic stop a computer check revealed that Carswell had a suspended license. Carswell was charged with the above, taken to HPD where she was processed and later released with a court date.  
 
Warrant Arrest H17-3369 V17-8579

Location: Washington/Mcferren
Arrestee: Chase Hensley (21) Hoopeston male 
Details: Subject was arrested on an outstanding Vermilion County Warrant. Hensley was taken to HPD, processed and later transported to the PSB.
 
Hit and Run Accident H17-3370
Time: 6:34pm
Location: 701 E Orange St, Carle Hospital
Unit #1: Unknown
Unit #2: 2005 Chevrolet Van (parked and unoccupied) owned by Rachel Sandstedt
Details: Unit #2 was parked in a parking spot at Carle ER when an unknown 
vehicle struck hers and drove away.  Unit #2 is insured.  An investigation continues.
 
Traffic Accident (Minor PI) H17-3409
Time of Call: 12:17 pm
Location: Intersection State Route 1 & State Route 9
Unit 1: 2003 Chevy driven by (M) (33) Vicente Perez-Diaz of Chicago IL
Unit 2: 1997 Cadillac driven by (M) (83) David E Cessna of Potomac IL
Details: HPD and Arrow Ambulance was dispatched to an accident with minor injuries.
Unit 1 struck Unit 2 from behind causing injury to the driver of Unit 2.  Driver of Unit 1 was issued citations. Cash bond posted for citations. Unit 2 had to be towed by Knuth’s at owner’s request.  Unit 1 was towed to Paul’s for PNT violation.
 
Domestic Battery & Battery Charges H17-3410

Date of Call: September 3, 
Location: 500 block N 8th Avenue Hoopeston 
Complainant: 17 year old Hoopeston male 
Arrestee: Grills, Ryann M (F) (36) of Hoopeston 
Details: At the above time and date, HPD responded to a report of Domestic Battery call and all parties were on the scene.  After officer arrived on the scene, de-escalated the situation. 
The arrestee was taken into custody transported to HPD processed and then transferred to Vermilion County Jail to await bond hearing before a judge.  
 
Possession of Cannabis, Possession of Drug Paraphernalia     H17-3436
Date & Time: September 4, 2017   6pm
Location: McFerren Park
Arrested: 15 year old Hoopeston Juvenile
Arrested: 16 year old Hoopeston Juvenile
Details: Both subjects were observed smoking in the park. Both subjects
were found to be under 18 years old.  Search of their persons
revealed one of the juveniles to be in possession of a glass pipe
used to smoke marijuana.  Other juvenile had in his possession
a container containing substance which tested positive for 
marijuana.  Both juveniles were transported to HPD where they
were released to their parents along with an NTA in Hoopeston
City Court.
 
Trespassing (City Ordinance) H17-3442
Time: 9:32pm
Location: 400 N. Ninth Ave
Complainant: 67 year old Hoopeston male
Arrested: 16 year old Hoopeston juvenile
Details: HPD officers responded to the above address and arrested juvenile
for city ordinance violation of Trespassing after being warned.  Subject was taken to HPD, processed and released to a parent with city ticket and court date.
