Details: HPD responded for an animal complaint. Prior to officer’s arrival, the two subjs was in an argument. Mr. Seiters was issued and mailed a citation.

Arrested: Jason Kinnaird (43)of Hoopeston

Details: HPD officers saw Mr. Kinnaird at the above location, he was questions about items that was taken from a residents. Mr. Kinnaird was taken to the HPD where he was processed and later transported to PSB

Unit 2: 2004 Chevrolet Carryall driven by Willaim Mitchell of Hoopeston

Details: Unit 2 was backing out of the Tedd’s Home beverage parking. Unit 1 Struck unit 2 as it attempted to exit the Parking space.
