Details: HPD Officers Responded to the report of a juvenile being struck by a vehicle and possibly was pepper sprayed. The above people were transported to HPD where they were processed and Ms. Benninger was released with Notice to Appear in Court. Mr. Shoulders was transported to the PSB. And Mr. Woods was released with a Notice to Appear in Court as well.
