The suspect, Mr. Stevens had fled the area. Subject was located on 8/13/24 and arrested. He was taken to HPD to be processed and later transported to the PSB in Danville to await arraignment.

Orange St. Arrested: Joshua Kempen (M) (34) of Hoopeston Details: HPD stopped the vehicle Mr. Kempen was driving for a traffic violation. While conducting the stop, the vehicle was found to be uninsured. The vehicle was towed and Mr. Kempen was released from the scene with traffic citations and an NTA with Vermilion Co. Traffic Court.
