Penn St. Cited: Margaret Birge (F) (54) of Hoopeston Details: While conducting a traffic investigation, HPD officers found Ms. Birge driving without insurance. She was cited on the above charge and released from the scene with a Notice to Appear in Vermilion County Court.

The owner was identified as Mr. Cordes. Mr. Cordes was mailed a city Notice to Appear.
