Restraint of Dogs by Owner or Keeper (city) Time: Location: Cited: Details: 10:18am City Slab, 1118 S Dixie Hwy Emil Michaels (M) (66) of Hoopeston H25-5535 HPD officers were called to the city slab for a report of a dog owner letting his dog run loose and not cleaning up after the dog. Mr. Michaels was cited on the above charge and was given a city court date.

Orange St. Patricia Farrell (F) (77) of Hoopeston H25-5544 2009 Chevrolet Impala driven by Patricia Farrell of Hoopeston Unit 2: Details: 2018 Dodge Ram driven by James Van Hovelyn of Milford, IL While pulling out of the parking lot exit onto W. Orange St., Unit 1 failed to stop at the stop sign before pulling into the roadway. Unit 2 struck Unit 1 as it entered into the westbound lane. Unit 1 was issued the above citation. Both units were insured. HFD and Arrow ambulance responded to scene. Both units were towed from the scene and all parties refused Arrow services.
