Hoopeston Police Report 7/31/23

Driving While License Revoked H23-3966 Time: 4:30 am Location: W Orange St/Rt 1 Cited: Joshua D McKinnie (M) (23) of Danville Details: HPD officer stopped the vehicle Mr. McKinnie was driving for a traffic violation. A computer check revealed the driver’s license was revoked. Subject was released from the scene with a citation and traffic court date.

 

Found Item Details: Set of Keys were found in the area of S 4th St/E Lincoln. Owner may come to the station to identify them.

Details: HPD officers located Mr. Odom knowing he had an outstanding Vermilion County warrant.

SA Lacy not happy with Safe-T Act Cash Bail Decision

In September, 2022, I filed a motion for declaratory judgement and injunctive relief in my official capacity as Vermilion County State’s Attorney and on behalf of the People of the State of Illinois. The motion requested the Court to find that Public Act 102-1104 violates Article I, section 8.1(a)(9); Article I, section 9; Article II, section 1; and Article IV, section 8(d) of the Illinois Constitution of 1970 and declare the law null and void. Similar motions that were filed by numerous other State’s Attorneys throughout Illinois were consolidated into Kankakee County, Illinois. 

On December 28, 2022, Circuit Judge Thomas Cunnington, Chief Judge of the 21st Judicial Circuit issued his ruling in the case of Roweet alv. Pritzkeret al. Judge Cunnington ruled in favor of the Plaintiffs and held that the Pre–Trial Fairness Act, specifically the bail reform and pre–trial release provisions, is unconstitutional. The other provisions of the Safe–T Act were upheld. 

The Plaintiffs in this lawsuit were collectively represented by a litigation team consisting of the State’s Attorney and their Assistant State’s Attorneys from Kankakee, Kendall, McHenry, Sangamon, Will, and Vermilion Counties. The defendants (Governor JB Pritzker, Attorney General Kwame Raoul, Senate President Donald Harmon, and Speaker of the House Christopher Welch) appealed to the Illinois Supreme Court. 

On July 18, 2023, the Illinois Supreme Court issued its opinion overturning the Circuit Court and found the pre–trial fairness act constitutional. To say I am disappointed is an understatement. I firmly believe that this decision will be a detriment to the criminal justice system and the People of Vermilion County. First, the act will limit the ability for Judges to protect the public and victims as well as to ensure the offender will appear in court. Second, the legislature has now been given the power to change the Illinois Constitution without putting forth a referendum to the voters of the State of Illinois. Third, requiring an unwarranted additional presumption of no bail clearly contradicts previously established and superior law, places crime victims at a greater risk to be re–victimized, and unnecessarily subjects witnesses to threats and intimidation. 

As the Chief Legal Officer in Vermilion County, I pledge to work with our law enforcement partners and to continue to do what is right for Vermilion County.

No citations were issued, both vehicles were insured, and no injuries were reported.

Both vehicles are insured, no tickets were cited, and no injuries were reported.

FTA Larceny (2022CM488) H23-3789 Time: 3:21 pm Location: 600 blk E McCracken Ave Arrested: Shane M Baker (M) (32) of Hoopeston Details: HPD located the above subject with an active warrant through Vermilion County. He was taken into custody, transported to HPD and processed. Subject posted bond and was released with a mandatory Vermilion County court date.

 

Warrant Arrest Champaign Co (2023CM224) FTA H23-3796 Time: 11:01pm Location: E Honeywell/N 3rd St Arrested: Malea Chandler (21) (F) of Urbana Details: HPD stopped a vehicle for a traffic violation. A computer checked on the passenger, Ms. Chandler showed an outstanding Champaign County warrant. She was arrested and taken to HPD to be processed. She was later released and given a new Champaign County court date.

Complainant advised officers that sometime between last night and this morning, unknown subject took his GMC Yukon off his property. An investigation continues.

Complainant: 35 year old Hoopeston female

Arrested: John Menzo (30) (M) of Hoopeston

Details: HPD was called to the area for a male subject yelling and screaming at females in the area.

After an investigation, Mr. Menzo was located and arrested on battery and unlawful

restraint. HPD officers were also asked to do a welfare check involving an elderly female. She was found to have several injuries and Mr. Menzo was named as the suspect. He was arrested on aggravated domestic battery and attempted murder. He was processed and

later taken to the PSB in Danville to await arraignment.

BISMARCK LIONS SERVING FISH AND SWEET CORN ON AUGUST 5.

The Bismarck Lions Club will serve fish and sweet corn at the High School in Bismarck on Saturday, August 5, 2023, from 3:30pm – 7:30pm as part of their Annual Jonah Fish Fry. Funds donated will be put back into the community. Some of the ways the Bismarck Lions Club serves the area include through the Bismarck Lions Club Park, providing scholarships, and preschool vision screenings. According to Bill Jaffe, Bismarck Lions Club Immediate Past President, money raised on August 5 will allow Lions to meet pressing needs in our county such as our preschool vision screenings, through the purchase of a plusoptix machine for use at the screenings. Bismarck Lions members thank everyone who contributes to this important work. You are truly helping Lions make a difference.

 

Back again this year at the Fish Fry will be Michael Vice and his fishing boat with its wrap advocating for Scott’s Law. In 2020, Mike was hit while sitting in his squad car on the interstate. The boat brings two of his passions, fishing and law enforcement together to spread awareness for Scott’s Law. Also, the Bismarck Women’s Club will have raffle baskets. An inflatable will be available for the kids. The event is only possible thanks to wonderful volunteers.

No report of injuries at the time of the report, Unit 1 at fault unit, driver of unit 1 issued a citation for traffic court in Danville. Both units were able to be driven from the scene. Both units insured.

 

Wanted on Warrant (Alabama Warrant CC22 356 No Bond Full Extradition), Driving without a valid license, Operating a vehicle with no insurance H23-3561 2023-5829 Time: 2:18 pm Location: 100 blk W Main St Arrested: Ashley M Hop (F) (28) of Brook, IN Details: On a traffic stop, the above subject identified as the driver was cited for driving without a valid license and operating a vehicle with no insurance. The subject was also found to have an active warrant through Alabama. She was taken into custody and transport to HPD for processing. Later she was transported to the PSB Danville, IL to be extradited.

Detail: At the above time the complainant contact HPD about the arrestee in process of act of theft from the business. Officers arrived on scene, approaching the subject on the parking lot as he was approaching his vehicle. Details: The above subject was found to have an active Ford County warrant (22DT15) and an active Vermilion County warrant (22CM481). She was taken into custody, transported to HPD, and processed. She received a new Vermilion County court date and was later transported to Ford County in lieu of bond.

HOOPESTON AREA COMMUNITY UNIT SCHOOL DISTRICT #11 SCHOOL OPENING INFORMATION 2023-24

Hoopeston Area’s Registration process for the 2023-24 school will be strictly online. Visit the district’s website https://www.hoopeston.k12.il.us and click on the blue box that says RETURNING STUDENT REGISTRATION. All students that have ever been enrolled in our school district and ALL Kindergarten students that have PRE-REGISTERED are considered RETURNING STUDENTS. The registration link will be active for 72 hours (August 7th – 9th). Registration may be completed any time during this time frame. Please be watching for more information via mail the week of July 25th. The following dates and times are available office hours at each building if families need to pay fees by cash, submit a Book Waiver or pick up/drop off forms. Parents/ Guardians with no internet access may also visit the school during these dates and times to use a district laptop to complete the registration process.

dental examination performed by a dentist, as well as provide verification to the school office by May 15, 2024. Dental exams dated between November 2022 and May 2024 will meet this guideline.

? 12th Grade Students / Records: All incoming Seniors for the 2023-24 school year are required to have

a Meningitis shot prior to the first day of school in August. This is mandatory. Please provide documentation of this vaccination to the High School Office.

? Sports Physicals / Grades 5; 7-8; 10-12 Only: If planning to participate in sports, student athletes

will be required to have a sports physical prior to the 2023-24 school year.

fireworks. A computer check of one of the subjects revealed an outstanding Vermilion

County warrant. Mr. Coleman was arrested and taken to HPD to be processed. He

ILLINOIS STATE POLICE INVESTIGATING OFFICER-INVOLVED SHOOTING

The Illinois State Police (ISP) Division of Internal Investigation is investigating an officer involved shooting in Champaign County.

 

On July 3, 2023 at 7:47 p.m., Troopers assisted Danville Police Department officers, Vermilion County Sheriff’s deputies, and Champaign County Sheriff’s deputies in a pursuit throughout Vermilion and Champaign counties of a vehicle believed to be involved in a shooting in Clinton, Iowa.  After briefly losing sight of the vehicle, it was located again in the area of 2200 County Road 2250 East.  In a search of the area, an Illinois Department of Natural Resource officer located the suspect in a detached garage.  The suspect engaged in a standoff and ISP Special Weapons and Tactics (SWAT) and Crisis Negotiation Team members were called to the location.  The suspect refused to comply and an ISP trooper discharged their firearm.  The suspect was struck and taken to a nearby hospital where they were later pronounced deceased.  No officers were struck or injured during the incident.

 

In accordance with the Police and Community Relations Improvement Act (50 ILCS 727) and the Illinois State Police Law (20 ILCS 2605), Special Agents of the Illinois State Police Division of Internal Investigation are investigating these events. 

 

This investigation is open and ongoing.  ISP is currently processing evidence and conducting interviews.  Upon completion of the investigation, all evidence and facts will be submitted for review to the Champaign County State’s Attorney's Office.  No additional information is available at this time.
