Hoopeston Police Department Report 6/28/19

Driving While License Revoked; Operating Uninsured Motor Vehicle    H19-3415

Time:          1:41am

Location:    700 block of W. Young

Arrested:     Anthony Schneider (49) of Hoopeston

Details:       While on a traffic stop a computer check revealed that Mr. Schneider did not have a valid driver’s license. Mr. Schneider was taken to HPD, where he was charged with the above, processed and later released with NTA in traffic court.

Complainant:        (20) year old Hoopeston male

Details:                 Officers responded to the residence for a reported burglary. The victim advised he came home to the front door kicked in and several item taken.

 

 

Driving While License Suspend; Operating and Uninsured Vehicle

Location:              Orange St/Market St

Arrested:              Jeffrey Davis (50) of Hoopeston

Details:                 Officers conducted a traffic stop after observing a vehicle with its headlights off.  A computer check revealed Mr. Davis to have a suspended driver’s license. Davis was taken to HPD, where he was charged with the above, processed and later released with a NTA in traffic court.

 

 

Possession of a Controlled Substance                  H19-3435   V19-5270

Location:              Orange St/Market St

Arrested:              Suzie Davis (37) of Hoopeston

Details:                 While on a traffic stop Davis was found to be in possession of a controlled substance. Davis was taken to HPD, where she was processed and later transported to the PSB.

Secretary White's Legislation Combating Texting While Driving Takes Effect July 1

Illinois Secretary of State Jesse White’s legislative initiative strengthening the law on texting while driving takes effect July 1. The law cracks down on texting while driving by classifying first-time offenses as moving violations. Under the previous law, second and subsequent texting while driving offenses are treated as moving violations, while first offenses are treated as nonmoving violations.

 

“With the increased use of technological devices, distracted driving has become a serious problem on the roads of our state and throughout the nation,” said White. “This important law will make our roads safer. No driver should be texting while driving.” 

 

The penalty for a violation of this law results in a moving violation that will be recorded to the motorist’s driving record, as well as fines and court costs which will be determined by a judge. A driver who is convicted of three moving violations in a 12-month period is subject to a driver’s license suspension. 

 

Texting while driving is considered among the most deadly forms of distracted driving. According to the National Highway Traffic Safety Administration (NHTSA), a motorist traveling at 55 mph takes their eyes off the road on average for five seconds when sending or reading a text. This equates to driving blindly for the length of a football field.

 

Public Act 100-0858 was sponsored by state Rep. John D’Amico (D-Chicago) and state Sen. Cristina Castro (D-Elgin) and was signed into law by Gov. JB Pritzker.

Disobeying Police (city ordinance)             H19-3382

Arrested:     Tosha Allen (F) (36) of Hoopeston

Details:       HPD officers responded in reference to the report of a domestic disturbance.

                   Upon investigation, Ms. Allen refused to cooperate with police and was arrested.

                   She was taken to HPD to be processed, and she was later released with a city

                   citation and court date.

Details:       Complainant advises sometime after 7am and 2:45pm unknown how his back window had been broken on his Dodge Truck.   Investigation Continues

Location:              Hoopeston City Slab 1118 S Dixie Highway

Complainant:        City of Hoopeston Parks Department

Arrested:              Lane, Larry T (M) (65) of Hoopeston

Details:        At the above time, City Employee reported that several items of playground equipment pieces, had been stolen from the Slab.  Where it was stored till it could be placed back in McFerren Park Grounds.   Employees were contacted by a salvage operation saying they had several piece wanted to make sure it was not good property.   Items were retrieved and arrestee was cited with Notice to Appear in City of Hoopeston Court.

Arrested:     Wilson, Kelli M (F) (49) of Rossville

Details:       While Hoopeston Officers conducting a traffic stop in the area, it was learned that the arrestee was in the vehicle with the protected person.   Female was taken into custody and transported to HPD processed and then later transferred to custody of the PSB to await bond hearing.

Unit 1:                  2014 GMC Acadia driven by Jordyn B McBride (F) (25) of Rossville IL

Unit 2:                  2004 Honda driven by McKayla A. Schneider (F) (23) of Flanagan IL

Details:        HPD was requested to the above location to file an accident report.   Unit 1 is at fault Unit for Improper backing. Unit 1 Struck Unit 2.   No report of injuries at the time of report.  Both units insured.   No tickets issued.

Details:       HFD responded with Vermilion County Sheriff Department and Arrow Ambulance to report of a rollover entrapment accident in that area.

Arrested:     Kathy Stancle (38) (F) of Hoopeston

Details:       HPD officers checked out with the above subject knowing that she had an

                   outstanding Vermilion County warrant. Subject was arrested and taken to

                   HPD to be processed.  She was later transported to the PSB in Danville in

                   lieu of bond.

Complainant:  60 year old Hoopeston female

Details:          HPD officers were called out in reference to criminal damage to a vehicle.

                      Unknown subject(s) had broken out the tail light to the complainant’s

                      vehicle.  An investigation continues.

Breach of the Peach Constituting Disorderly Conduct          H19-3197

Arrested:     Crystal Resendez (F) (36) of Hoopeston

Details:       While on patrol, HPD officers found Ms. Resendez to be walking down the road

                   yelling at the officers so loud she could be heard a block away.  She was arrested

                   on the above charge and taken to HPD to be processed.  She was later released

                   with a city citation and city court date.

 

 

Mutual Aid Fire Call to Rankin

Details:       At 0421 am Rankin Fire request Hoopeston Fire Department to respond mutual aid to the report of a large structure fire in their Village.   HFD was one several agencies on the scene.   HFD cleared the scene at 06:15 am

Complainant:        (36) year old Hoopeston Male

Details:                 Complainant contacted HPD when he discovered entry made to his vehicle

                             without permission, as well as items missing.  Investigation continues.

 

Possession of Methamphetamine, Home Invasion        H19-3225             V19-4870

Location:       500 blk S 6th Av

Complainant:  33 year old Hoopeston male

Arrested:        Shauna Whitlow (30) (F) of Hoopeston

                      Brian Kinnaird (39) (M) of Hoopeston

Details:          HPD officers were called to the area for the report of a physical dispute.  Upon

                      investigation, Mr. Kinnaird was arrested for Home Invasion and Ms. Whitlow

                      was arrested for Possession of Methamphetamine.  Both subjects were taken to

                      HPD to be processed.  They were later transported to the PSB in Danville to

                      await arraignment.

Unit 1:                  2003 International semi driven by Jose Sandoval (58) of Chicago

Unit 2:                  1996 Freight Liner unoccupied and owned by Proficient Trkg Inc. Chicago

Details:                 Unit 1 driver exited the semi and failed to set the brakes allowing Unit 1 to

                             roll and strike Unit 2.  Both units insured, and no injuries reported at the

                             time of the report.

Arrestee 1:            Abbott, Amanda J (F) (42) of Ambia Indiana

Arrestee 2:            Williams, Bradley A (M) (31) of East Lynn IL

Details:       HPD conducted a traffic stop on a unit, the subjects that were occupants of the car were arrested and charge on the above charges.    Arrestee 1 was taken to PSB Danville to appear before a judge.  Arrestee 2 was processed on City Ord Violation then released from custody with Hoopeston City Court Date.

Arrested:     Timothy Burke (51) of Hoopeston

Details:       While on a call for a subject to be removed, a computer check revealed Burke to have an outstanding warrant out of Mississippi County Missouri. Burke was taken to HPD, where he was charged with the above, processed and later transported to the PSB to await extradition.

Details:        At the above time subject surrendered himself at the Police Department on

                   the following warrant:  2019TR02154   1500 10% plus $75 FTA Warrant Fee.

                   Subject was given new court date for Danville and Released from Custody

Detail:         During a traffic stop, the subject was not in possession of a valid driver’s license.

                   Subject was found in possession of an illegal drug.    Subject was transported to HPD processed and then later transferred to Vermilion Jail to await arraignment

Unit 1:                 2015 Cadillac SRX Driven by Janet B Crouch (79) (F) of Hoopeston

Unit 2:                 2017 Toyota Corolla driven by Dawn M Rusk (33) (F) of Hoopeston

Details:                 Unit 1 stuck Unit 2 as Unit 2 was going through the intersection, Unit 1 did not see Unit 2 and struck it in the side.    Both units insured, drivable, and no injuries reported at the time of the report.

Arrested:               Andrew Cordova (25) (M) of Hoopeston

Details:                  HPD officers saw Mr. Cordova at the above location and knew that he was

                             trespassed from the property.  After attempting to make contact, subject had

                             fled the area.  The next day, subject was observed on Main St and was

arrested on the above charge.  He was taken to HPD, processed and later released with a notice to appear and court date.

Details:                 Complainant contacted HPD when he discovered person(s) unknown had entered his property and taken items without his permission. Investigation continues.

Location:              600 block of W. Elm

Arrested:              Kurtis Simpson (34) of Hoopeston

Details:                 HPD officers saw Simpson walking and believed he had an outstanding warrant. A computer check confirmed the warrant out of Vermilion County.  He was taken to HPD and charged with the above. Simpson was processed and later transported to the PSB.

Location:              500 block of W. Elm St

Arrested:              Matthew Hofer (36) of Hoopeston

Details:                 On 6/10 HPD was dispatched to the 300 block of S. Dixie Hwy for a burglary to business report. On 6/11 Hofer was found to be in possession of multiple items that were taken from that business. Hofer was taken to HPD, where he was charged with the above, processed and later transported to the PSB.

Details:       HFD responded to report of a single vehicle roll over with occupants out the unit.

                   HFD responded to scene along with VCSO and Arrow Ambulance Service.

Details:                          An IPhone has been brought to HPD it is fully charged.  But the phone is locked so the owner will have to prove to HPD that they are the correct owner by open the phone with password.      Owner may come to HPD to claim it

Complainant:  33 year old Hoopeston male

Details:           While on patrol, HPD officers noticed a vehicle with several windows damaged.

                        After making contact with the owners, they advised that they didn’t know who

Complainant: 68 year old male

Arrested:       Bailee Cannon (F)(19) of Hoopeston

Details:         HPD officers were called to the above location for the report of loud music. 

                       The complainant advised officers that he would be willing to sign a city ticket

                       for disorderly conduct.  The subject was issued a ticket for city court and given

                       a city court date.

Details:          HPD officers took a report of unknown subject(s) taking items from the

Location:    700 E Honeywell Av

Arrested:     Coty Morgeson (28)(M) of Hoopeston

Details:       HPD officers checked out with Mr. Morgeson while on patrol.  An investigation

                   found the subject to be in possession of methamphetamine and paraphernalia. 

                   The subject was arrested and taken to HPD to be processed.  He was later transported to the PSB in Danville to await arraignment.

Details:       Hoopeston Police responded to a report of an accident that occurred.  Both Units driven from scene.  Both Units Insured.  No Report of Injuries. Unit 1 at fault unit.

                   No Citations issued.

Arrested:                        Jason Kinnaird (42) of Hoopeston

Details:                          Officers were dispatched to the above location in reference to a battery that had occurred. At the time of the call Kinnaird was unable to be located. On 06/05 Kinnaird was located in the 100 block of W. Main St. Kinnaird was taken to HPD, where he was charged with the above, processed and later transported to the PSB.

Arrested:                        Noel Swartz (24) of Hoopeston

Details:                          While on a traffic stop a computer check revealed that Swartz did not have a valid driver’s license. Swartz was also found to be in possession of a controlled substance and hypodermic needles. Swartz was taken to HPD, where she was processed and later transported to the PSB.

Walking in Roadway, Possession of Cannabis, Possession of Drug Paraphernalia

(City Ordinance)           H19-2948

Time:          12:22am

Location:    1000 block of W. Penn

Arrested:     Jeremy Schwartz (29) of Hoopeston

Details:       Officer checked out with the above male. An investigation revealed Schwartz to be in possession of Cannabis and Drug Paraphernalia. Schwartz was taken to HPD, where he was charged with the above, processed and later released with a notice to appear in Hoopeston City Court.

Stop Location:      1130 East Rd/4200 North Rd Hoopeston

Arrested:              Stevens, Pamela S (F) (51) of Rankin

Details:                 HPD conducted a traffic stop at the above location.  Arrestee was found in possession of Meth and was detained.  Female was transported back to HPD and later charged on the above listed charge. The subject was then transported to PSB Danville to await arraignment.

Arrested:                        Cannon, Elbert W.  (52) year old Hoopeston male  

Details:                          At the time of the call the subject was causing a problem, which shocked and alarmed the complainant who requested to sign complaint.   Arrestee was served notice to appear in Hoopeston City Court for his actions.

Unit 1:                  Unknown Fled Scene 

Unit 2:                   2003 Honda Van driven by Jamie L Fewer (30) (F) of Hoopeston

Details:                  Unit 1 struck Unit 2 who was backing from a parking space, the suspect unit 1 fled the scene East bound on State Route 9.  Suspect Unit 1 should have damage done to the passenger rear side of the unit.

Arrested:              Kenneth Armstrong (41) of Rankin

                             Lisa Bitzel (54) of Hoopeston

Details:                 Officers were dispatched to the above location in reference to a verbal dispute. After an investigation Bitzel was found to be in possession of methamphetamine and Armstrong was found to be in possession of drug paraphernalia.
