Vermilion County Murder suspects bond set at 5 million

The two women who have been charged in the death of Richard Truett are alleged to have teamed together to kill him before dumping his body across the state line.

41-year-old Michelle Ingram of Ridge Farm and 34-year-old Bailey Castigliola of Danville were each arraigned Thursday afternoon on six counts of first-degree murder and one count of concealing a homicidal death. Judge Chuck Mockbee set their bonds at $5 million each.

Vermilion County State’s Attorney Jacqueline Lacy says the two women are alleged to have committed the murder after Ingram accused Mr. Truett, who was a 46-year-old Westville resident, of inappropriate conduct with minors.

The women picked up Mr. Truett from his home on December 28th. Once inside, Lacy says that Castigliola stabbed him in the leg, causing him to bleed out. At the same time, Ingram choked him.

Lacy says that the women drove Mr. Truett’s body to a farm field north of Covington, where they dumped his body. A farmer found the remains on April 7th.

Vermilion County Sheriff’s Chief Investigator Mike Hartshorn said that Ingram and Castigliola were considered suspects early on in Mr. Truett’s disappearance. Both were taken into custody a few weeks ago and were initially charged with lesser counts of aggravated battery in the case.

Both suspects have had run ins with law enforcement before. Lacy says that Ingram has forgery and marijuana convictions and has two pending battery cases. Castigliola has had multiple drug arrests and a contempt of court conviction in California.

The pair face natural life in prison if convicted of the most serious murder charge.

2 charged in murder of Vermilion County man

Two people have been charged after the remains of a missing Vermilion County man were found.

On Dec. 28, 2020, Richard Truett was reported to be missing. He was last seen in the evening of Dec. 27, 2020, when he left his home near Westville with Michelle Ingram.

During the investigation, authorities recovered forensic evidence and named Ingram and Bailey Castigliola as suspects in this case.

On Feb. 24, Ingram was arrested and charged with aggravated battery. This comes after she reportedly gave specific details about the events that led to Truett's death.

Then, an arrest warrant was issued for Castigliola for aggravated battery. She was taken into custody on March 8 by the Vermilion County Sheriff's Department.

On Wednesday, April 7, human remains were found in a farm field north of Covington, Ind.

DNA analysis confirmed these remains to be of Truett.

State Guidance Updates:  The entire state is still in Phase 4

What will it take to get to the Bridge Phase:  To advance into the Bridge Phase, the entire state must reach a 70 percent first dose vaccination rate for residents 65 and over, maintain a 20 percent or higher ICU bed availability rate and hold steady on COVID-19 patients in the hospital, COVID-like illness hospital admissions, and mortality rate over a 28-day monitoring period.

Right now, we have about 62% of our 65+ population who are vaccinated.

Regional Metrics

Region 6 – 2.6% positivity rate

Vermilion County – 1.4% positivity rate

ICU availability – 38%

Patient increases – 6 out of the last 10 days*  This is above the Metrics.  We want to see no more than 3 out of the last 10 days with patient increases.

Illinois Department of Public Health Pauses Use of Johnson & Johnson COVID-19 Vaccine

Illinois Follows CDC and FDA Guidance, Advises Providers to Use Moderna and Pfizer Doses for Existing Appointments

SPRINGFIELD – In accordance with recommendations from the U.S. Centers for Disease Control and Prevention (CDC) and the U.S. Food and Drug Administration (FDA), the Illinois Department of Public Health (IDPH) will pause the use of the Johnson & Johnson (J&J) COVID-19 vaccine out of an abundance of caution.  The CDC and FDA are reviewing data involving six reported U.S. cases of a rare and severe type blood clot in individuals after receiving the J&J vaccine.

IDPH has notified all Illinois COVID-19 providers throughout the state to discontinue use of the J&J vaccine at this time. In order to keep appointments, IDPH is strongly advising providers to use Pfizer-BioNTech and Moderna vaccines.

Moderna and Pfizer make up the vast majority of doses on hand in the State of Illinois. This week, the state’s allocation of J&J was 17,000 doses. For the week of April 18, 2021, the expected allocation for the State is 483,720 total doses. Of that total allocation, 5,800 doses were expected to be J&J.

Per the federal health authorities, people who have received the J&J vaccine who develop severe headache, abdominal pain, leg pain, or shortness of breath within three weeks after vaccination should contact their health care provider. Patients with other clinical questions should contact their health care provider.

IDPH will continue to update the public as additional information becomes available.

Once again, please share!!  There is absolutely no reason why our county should not be leading the pack with our % of population vaccinated, but instead we are STILL closer to the bottom. (and no, I haven’t forgotten to update this….we are still at the bottom!)

MASK UPDATE
We have had multiple calls from various concerned citizens about mask updates.  These are from workplaces, churches, restaurant customers, etc.  The mask mandate is STILL required in public places.   It is likely that not ALL your employees, patrons, customers, congregation have been fully vaccinated.   Please continue to take precautions.  We, as a county, have a very low positivity rate right now.  We had that over the summer and then had an explosion of cases, hospitalizations, and deaths in the fall.  That is something no one wants to repeat.  We are still in Phase 4 Guidance.

Illinois State Police to Conduct Nighttime Enforcement Patrols

Illinois State Police (ISP) District 10 Commander, Captain Louis Kink, announces the ISP will conduct Nighttime Enforcement (NITE) patrols in Vermilion County during April. NITE patrols allow the ISP to focus on preventing, detecting, and taking enforcement action in response to impaired driving and occupant restraint violations especially between the hours of 9:00 p.m. and 6:00 a.m.

The number of unrestrained drivers killed in traffic crashes is significantly higher at nighttime and combined with impaired driving means even more traffic deaths during these critical hours. Officers will strictly enforce violations including:

- Driving Under the Influence (DUI);

- Safety Belt and Child Restraint use;

- Speeding;

- Distracted Driving; and,

- All Illinois Vehicle Code and Criminal Violations.

Alcohol and drug impairment is a factor in more than 30 percent of all fatal motor vehicle crashes in Illinois. Over half of all fatal crashes in Illinois occur at night. The NITE program allows officers to work even harder at removing dangerous impaired drivers from the road and making sure everyone is buckled up. This project is funded through the Illinois Department of Transportation

Vermilion County Covid 19 update 4/8/2021

They will be back to DACC and the Airport beginning next week with our Moderna Clinics and will be opening them up for 1st and 2nd dose.  Right now, we have them as 2nd dose only, but we will be changing that tomorrow.

Updates / Guidance:

  • We are beginning to see an uptick in cases again nationwide, statewide, and even in the county.  It is still required to wear masks in public or at businesses, it is still important to be cautious and social distance.  The last thing we want to do is begin another spike in cases, hospitalizations, and deaths.  Getting vaccinated is a great way to help as well!!
