The Hoopeston Police Commission has hired two full-time officers.

Marvin Dobkins will transition from a part-time officer for the City of Hoopeston to a full-time position. Officer Dobkins is a life long native of the city and has been on the Hoopeston Aux.

Police for 33 years. He worked for the IDOC from 1985 to 2016 and retired as a Major in 2016.

He was employed as a part-time officer in 2004 and received his full-time certification in 2007. Officer Dobkins has been employed as a part-time officer with the city since May 4,2018. His full-time effective date will be 9/28/2018.

 

Joshua Douglas a native of Watseka Illinois will be the newest City of Hoopeston Police Officer. He currently resides in the Watseka area. He as well has some experience in law enforcement, he served as a Watseka Aux. Police Officer prior to taking a position with Hoopeston Police

Dept. He as well grew up in the field as his father currently serves as the Chief of Police for the City of Watseka. Officer Douglas will begin his tour of duty on 9/30/2018 when he reports to training at the Macon County Law Enforcement Training Center.

Details:                 Officer responded for the call of a disturbance.  Ybarra was told

                             several times by the officers to leave the property to which he

                             did not comply.  He was taken into custody and taken to HPD where

                             he was issued a citation for Hoopeston City court

Details:       HPD officers were flagged down and advised of a subject that was writing on

                   businesses in the area of Main/Market.  Officers located Mr. Kempen and found

                   chalk on his person and 4 places that he had written on.  Subject was arrested and

                   taken to HPD to be processed.  He was later released with 5 notice to appear

                   tickets and a city court date.

Festival of Trees Presents An Evening with Collin Raye

DANVILLE, IL.- The OSF Healthcare Foundation, in partnership with the David S. Palmer Arena and Inked Entertainment, is proud to welcome ten time ACM and CMA Male Vocalist of the year nominee, Collin Raye to the Arena for an intimate evening, Friday, November 16, 2018 at 7:30 PM.

Possession of Cannabis (city), Possession of Drug Paraphernalia (city), No Valid

Driver’s License (traffic), Illegal Transportation of Alcohol (traffic)    H18-5287

                   Andrew Cordova (23) (M) of Hoopeston

Details:       HPD officers stopped the vehicle that the arrested subjects were in on a report

                   that the driver had no valid driver’s license.  A computer check verified that

                   Mr. Cordova wasn’t valid and was also charged with illegal transportation of

                   alcohol.  He was taken to HPD to be processed and given 2 traffic citations and

                   a traffic court date.  Also during the investigation, cannabis and paraphernalia

                   was located in the vehicle.  Mr. Irvin was taken to HPD to be processed and given

                   2 city citations and court date.

Details:          Complainant contacted HPD in reference to Ms. Drollinger making several

                      threats against him and his property.  After an investigation, subject was

                      arrested and taken to HPD to be processed.  She was later released with a

                      notice to appear in city court and city court date.

Details:       HPD officers stopped the vehicle Mr. Milburn was driving on a traffic infraction.  A computer check revealed that subject’s driver’s license was suspended.  He was taken to HPD to be processed.  He was later released with a notice to appear in traffic court.

Details:                 Hoopeston Police was requested to investigate an accident in front of the above location.  Unit 1 was backing out of the parking space and did not see Unit 2 striking it in the side.   No injuries reported, both units were driven away from the scene.

Details:       HPD officers stopped the vehicle that arrested subjects were in.  Upon investigation, Ms. Webb was arrested for possession of meth with intent to deliver, possession of cannabis with intent to deliver and possession of controlled substance.  Ms. Allen was arrested for possession of meth.  Both subjects were taken to HPD to be processed.  They were later transported to the PBS in Danville to await arraignment.

Arrested:     Titus Barber (41) (M) of Hoopeston

Details:       While officers were conducting a walkthrough of the above location, Mr. Barber

                   was noticed doing a possible drug transaction.  Upon pat down of subject, an

                   illegal weapon was found on his person.  Subject was arrested and taken to HPD.

                   He was processed and later released with a notice to appear in city court.

Details:       HPD officers conducted a traffic stop on the vehicle arrested subjects were in

                   for a traffic violation.  Upon investigation, methamphetamine was located inside

                   the vehicle.  Both subjects were taken to HPD to be processed.  They were later

                   transported to the PSB in Danville to await arraignment.

Details:       While on a routine traffic stop a computer check revealed that the above subject had no valid driver’s license and no valid registration.  He was taken to HPD where he was processed and later released on a notice to appear in traffic court.

Details:                 Officer performed a routine traffic stop on vehicle driven by Parsons. During a search of the vehicle officers found Methamphetamine and Cocaine. The Driver and both passengers were charged and taken into custody.  All 3 subjects were later transported to PSB.  An additional search was performed on all 3 subjects and an additional charge was added to Mindi L Parsons for Bringing or Possessing Contraband in Penal Inst.

Details:                 Driver of Unit 1 struck Unit 2 while it was stopped at intersection.

                             Driver of Unit 1 was arrested for Driving While License Suspended.

                             He was transported to HPD where he posted bond and was released

Assault, Obstructing/Resisting Arrest                 H18-5135   V18-8303

Complainant:  17 year old Hoopeston resident

Arrested:        Gail Savage (59) Hoopeston male

Details:          HPD officers were called to the area in reference to a threat that was made

                      to the complainant.  After an investigation, Mr. Savage was arrested for

                      assault.  While at the police department, subject tried to fight with officers.

                      He was processed and later taken to the PBS in Danville to await arraignment.

Rantoul mother of 3 killed in early morning accident with a East Lynn Man

 Rantoul woman was killed in a crash early Thursday on U.S. 45 just north of Urbana.

Champaign County Coroner Duane Northrup said Shana Outlaw, 23, was pronounced dead at 6:40 a.m. at Carle Foundation Hospital, a victim of multiple traumatic injuries.

No autopsy will be performed, Northrup said.

Illinois State Police Master Sgt. Mark Holley said Ms. Outlaw was headed south in the right lane of U.S. 45 just south of Leverett Road when her car developed a mechanical problem and she stopped and got out. About 5:50 a.m., a pickup truck driven by a 30-year-old man from East Lynn whose name was not released struck her car.

The impact threw her car into the right ditch, police said. The man’s truck came to a rest on its top in the left lane.

Ms. Outlaw was found in the ditch after the collision, but Holley said it’s unclear if she was hit by the man’s truck or by her own car after the man’s truck hit it.

Ms. Outlaw’s three children, ages eight months, 4 and 6, were taken to the hospital with non-life-threatening injuries, Holley said.

The driver of the pickup was ticketed for failure to reduce speed to avoid an accident.

The crash caused the southbound lanes of U.s. 45 to be closed until about 11 a.m. while troopers investigated.

Shortly after 11 a.m., several Urbana officers and Champaign County sheriff's deputies responded to Carle's emergency room, where there was a report of a disturbance.

Urbana Sgt. Andy Hewkin said several members of Ms. Outlaw's family and friends were having an emotional reaction to the news of her death. Police quickly defused the situation and no one was hurt or arrested.

Details:          On 9/11/18 HPD officers were called in reference to a battery that had occurred.

The suspect was unable to be located at the time of incident, however came into    the police station on 9/12/18 to give her side of the story.  A citation was issued for city court and she was given a court date.

Cited:             Phil Bailey, JR (31) Hoopeston male

Details:          HPD officers were called to the above location in reference to a possible

                      domestic situation.  An investigation led to citing Mr. Bailey for his use

                      of inappropriate language and erratic driving while children were present.

                      Subject was given a notice to appear in city court.

 

Hoopeston Area Schools Hacked over the weekend

On September 3, 2018, at approximately 3:15 A.M., the Hoopeston Area School District website was hacked with pictures and repeated emergency callout messages to district families.  The website is now secured and the website address of the person(s) causing the disruption is being investigated. Superintendent Suzzette Hesser said, “I apologize for the inconvenience this breach has caused our families, staff, and community.  We are working to ensure that this disruption will not happen again and that the person(s) involved are held legally responsible.”

Child Sex Offender Loitering in Public Park      H18-4871   V18-7896

Arrested:     Robert Irvin (28) of Hoopeston

Details:       Officers were called to the above in reference to Mr. Irvin being at the park. A computer check revealed his sex offender status. Irvin was taken to HPD where he was processed and later transported to the PSB.

Arrested:     Scott T. Gillispie (42) of Hoopeston

Details:       Officers responded to the above in reference to a burglary report. After an investigation it was discovered that Mr. Gillispie was in procession of the stolen items. He was charged with the above, taken to HPD where he was processed and later transported to the PSB.
