Holloway Avenue closure in Bismarck begins May 1

 The Illinois Department of Transportation announced that Holloway Avenue between Market Place and South Street in Bismarck will be closed May 1-5. The closure is necessary for the CSX Railroad to replace its crossing and is expected to last five days. A detour will be posted. Motorists can expect delays and should allow extra time for trips through this area. To avoid the work area, when feasible, use of alternate routes should be considered. Drivers are urged to pay close attention to changed conditions and signs in the work zones, obey the posted speed limits, refrain from using mobile devices and be alert for workers and equipment. Over the next six years, IDOT is planning to improve more than 2,500 miles of highway and nearly 10 million square feet of bridge deck as part of the Rebuild Illinois capital program, which is investing $33.2 billion into all modes of transportation. Accomplishments through Year Three of Rebuild Illinois included approximately $8.6 billion of improvements statewide on 4,422 miles of highway, 412 bridges, and 621 additional safety improvements. Domestic Battery Reported H23-1968 Time of call: 07:06 AM Time of Arrest: 3:34pm Location: 300 S 3rd St Complainant: 33-year-old Hoopeston Woman Arrested: James Bieber (M) (26) of Hoopeston Details: The complainant contact HPD and reported a Domestic Battery Complaint. Male suspect had fled the scene prior to police arrival after they were called by a 3rd party of the incident. HPD filed a report on the incident. UPDATE: Mr. Bieber was arrested after HPD officers found him to be back at the residence. Subject was taken to HPD to be processed and later transported to the PSB to await arraignment.

 

Possession of Methamphetamines, Resisting a Peace Officer, Theft, Possession of Stolen Property H23-1973 2023-3471 Time: 11:44am Location: 200 blk W Maple St Complainant: 39 year old Hoopeston male Arrested: Courtney St. Clair (33) (M) of Hoopeston Details: HPD officers responded to the area if reference to a theft. Upon arrival and investigation, Ms. St. Clair was arrested and taken to HPD to be processed. She was later transported to the PSB to await arraignment.

Unlawful use of Weapons, Possession of Weapons by Felon, Defacing Identification Marks of Firearms, No Valid Registration, Driving while License Suspended H23-1857 2023-3331 Time: 1:26 am Location: 800 S Dixie Highway Hoopeston Arrested: Andrew D Cordova (M)(28) of Mendota Details: While on patrol, HPD officers conducted a traffic stop. A computer search showed Mr. Cordova to have no valid registration and driving while license suspended. A search of the vehicle found the weapon. Mr. Cordova was arrested and transported to HPD for processing and later transported to PSB to await arraignment.

The above subject was released from the scene with a citation for operation of a motor vehicle with suspended registration and given a notice to appear in Vermilion County Traffic Court.

Details: HPD officers while on patrol found Mr. Lazarov to be in the park after knowingly being no

trespassed from the park. Mr. Lazarov was arrested and transported to HPD for processing

and later released with a Vermilion County Notice to appear.

Details: HPD officers stopped the vehicle Mr. Dale was driving. A computer check revealed the

registration was suspended. Subject was ticketed for the violation and was given a

county traffic court date. Vehicle was towed from scene.

Driving while license revoked, Failure to signal when required H23-1778 Time: 4:27PM Location: 900 Blk of S 6th Ave Arrested: Brandi L Warner (33)(F) of Wellington Details: HPD officer while on patrol witnessed a vehicle failing to signal a turn. HPD officer conducted a traffic stop and a computer search showed Ms. Warner to have a revoked license. Ms. Warner was arrested and transported to HPD for processing and later released with a Vermilion County Court Date.

Disobeying Police (city ordinance) H23-1748

Location: 912 S Dixie Hwy, Casey’s

Arrested: Pierson Lazarov (M) (43) of Hoopeston

Details: HPD responded to Casey’s in reference to Mr. Lazarov loitering in the bathroom. Hoopeston

officers asked the subject several times to leave the property and was arrested after he

refused. He was taken to HPD to be processed. He was later released with city citation

and court date.

Details: At the above time, Sentry Roofing Rep contacted HPD to report that several Tools and Equipment were stolen from Roof Top of a Building downtown. List of Stolen property was obtained

Arrested: James A Bieber (26) (M) of Hoopeston

Details: At the above time, HPD located the above subject known to have an activity Vermilion County warrant. The warrant (23CF109) was confirmed through Vermilion County and the subject was taken into custody, then transported and processed at HPD. Later he was transported to PSB in Danville in lieu of bond.

Details: HPD officers stopped the juvenile for a traffic violation. He was ticketed for no valid

Wanted on Warrant I.D.O.C. H23-1689 2023-3062

Time: 07:02 AM

Location: 200 E Main St Hoopeston

Arrested: Arce, Gerardo (M) (43) of Hoopeston

Details: Officer was responding to a Disturbance call, came across the male subject who was in the area. Doing a routine warrant check, produced an Illinois Department of Corrections warrant. Subject was taken into custody after confirmation that it was valid warrant and detainer was issued. He was later transported to PSB to await extradition.

Arrested: Breanna M Johnson (F) (24) of Hoopeston

Details: At the above time, HPD responded to a call at the above location. HPD located the subject above who was found to have an active warrant through Vermilion Co (22CM614). The subject was taken into custody, transferred to HPD and processed. Later, she was transported to PSB Danville in lieu of bond.

 

Traffic Accident H23-1693

Unit 1: 2006 Chevrolet Impala driven by Macey Lane (17) (F) of Hoopeston

Unit 2: 2000 Honda Van driven by Edward Smith (31) (M) of Hoopeston

Details: HPD and HFD responded to the report of a traffic accident at the above location.

Unit #1 while traveling northbound out of the high school parking lot did not stop at the

posted stop sign and struck Unit #2. Both drivers were taken to the hospital, both units

were insured and Unit #1 was ticketed for disobeying traffic control device.

FAKE THREATS MADE TO COMMUNITIES ACROSS ILLINOIS

As for 3 p.m. Wednesday 4/12/23, the Illinois State Police (ISP) is reporting local law enforcement in 19 counties, totaling 21 calls, received threats directed towards schools today.  Responders have not located any actual threats as a result of these calls.  The ISP Statewide Terrorism and Intelligence Center currently has no information concerning credible threats related to school safety.  Law enforcement, public safety, and private sector security officials are encouraged to remain vigilant and report all suspicious behavior to local police agencies.  

 

Communities in Illinois, and across the country, are experiencing what is referred to as swatting – dangerous and illegal fake calls about an active shooter situation, typically at a school.  While state and national intelligence agencies have seen a pattern of these fake calls, each call is taken seriously.

Warrant Arrest (Vermilion County 2022CM383) H23-1618 Time: 3:20PM Location: 301 W Main St(Hoopeston Police Department) Arrested: Jordan C Carswell(37)(M)of Hoopeston Details: Mr. Carswell turned himself into the department for an outstanding warrant through Vermilion County. Mr. Carswell was arrested and processed, posted the required cash bond, and was released with a new court date for Vermilion County Court.

Details: HPD was called to the residence in reference to a male that was violating an OP and protected address. Male subject was located and transported PSB to await arraignment on the above listed charges.

Details: HPD called to Facility to investigate a Hit & Run Accident. A witness provided officer with

Information and details of Unit 1. Officer made contact with driver of unit 1 at their residence established details of insurance. Both units could be driven from the scene, both are insured, no tickets issued. No report of injuries.

Details: HPD located the male subject at the above location known to have a warrant out of Vermilion County #08D47. The warrant was confirmed, and the subject was taken into custody, transported, and processed at HPD. The subject was later transported to PSB Danville in lieu of bond.

Arrested: 16 year old male juvenile

Details: HPD officers were dispatched to the report of unknown male flashing what appeared to

be a gun. Officers got a detailed description and stopped to talk to the subject matching

the description. After an investigation, the juvenile was arrested on the above charges

and taken to HPD to be processed. He was later transported to JDC to await arraignment.

Location: 111 W Orange St(Dollar General)

Unit 2: 2005 Cadillac Sedan Parked by Nichole E Tull(44)(F)of Hoopeston

Details: Unit 2 was parked at Dollar General while the driver was at work. Driver noticed the damage

when she left work. Unit 2 was insured, no tickets were issued at this time.

Details: While on patrol HPD officers observed a vehicle traveling down the roadway with children

not in a car seat. HPD officers conducted a traffic stop and gave Ms. Rutledge a Vermilion

Details: Complainant contacted Hoopeston Police reference to a dog that was barking non-stop. It was determined as to the location of the animal and that person was mailed a Notice to Appear for Hoopeston City Court.

Details: HPD officers were advised of Mr. Root’s location and upon arrival arrested Mr. Root and

Unit #1: 2013 Ford Utility driven by Logan Garrett (M) (22) of Hoopeston

Unit #2: 2020 Hyundai Utility parked, unoccupied and owned by Leah Mendez of Hoopeston

Details: HPD officers were called to the area for the report of an accident. Unit #1 was backing

from a driveway when he backed into a parked and unoccupied Unit #2. No tickets were

issued and both units were insured.
