Hoopeston Police Department Report 10/30/18

No Valid Driver’s License, Operating Uninsured Vehicle, Possession of Drug

                             Paraphernalia (city ordinance)        H18-5987

Time:         12:20am

Location:   4000 North/Route 1

Arrested:    Robert Enlow (48) (M) of Urbana

Details:      While on patrol, HPD officers stopped the vehicle Mr. Enlow was driving on a

                   traffic violation.  A computer search revealed the he didn’t have a valid driver’s

                   license.  Subject was also carrying drug paraphernalia.  He was arrested and taken

                   to HPD for processing.  He was later released with 2 traffic citations, a city citation,

                   and court dates for both.

Complainant:        22 year old Hoopeston Female

Arrested:              Bailee E Cannon (19) (F) of Hoopeston

Details:    Complainant contacted HPD reference to the arrestee removing property from the complainant’s vehicle without permission.   Arrestee was later located and charged with the above charges and released with OR Bond for Vermilion County Court Date. 

 

Possession of Cannabis, Possession of Cannabis with intent to Deliver

Arrested:    Terrance Irvin (25) (M) of Hoopeston

Details:       While on patrol, HPD officers stopped the vehicle that Mr. Irvin was the driver

                    for a traffic violation.  Upon investigation, a large amount of cannabis was located

                    inside the vehicle.  Mr. Irvin was arrested and taken to HPD to be processed.  He

                    was later transported to the PSB in Danville to await arraignment.

Unit 1:                   1991 Ford PU Truck driven by Francis Hanson (87) (M) of Hoopeston

Unit 2:                  2014 Ford owned by Manual D Tovar, Dora Sanchez of Hoopeston

Details:                 HPD was request to respond to an accident.  Unit 1 was trying to make his way through the 500 block, mis-judged his distance and struck Unit 2 that was legally parked.   No report of injuries at the time of report,  Both Insured, No tickets at the time of report.

Arrested:              17 year old Hoopeston juvenile

Details:                 Officers were called to the above location in reference to a trespassing complainant. After speaking to the juvenile he was charged with the above. The juvenile was taken to HPD, processed and later released to a parent with NTA.

Details:                 A Mongoose bike was turned into HPD owner may claim at City Hall Police Department.

                             to be processed.  He was later transported to the PSB in Danville in lieu of

                             bond.

Details:                 Officers responded to an accident where driver of Unit 1 collided

                             with a parked and unattended Unit 2.  Driver of Unit 1 was taken into

                             custody and charged with above.  He was transported to HPD where he

                             was released after posting bond.

Details:                 Subject was taken to HPD after she was found with cannabis on her person.

                             She was issued a citation to appear in Hoopeston City court and

Details:       While traveling southbound in the 400 block of S Market, Unit #1 left the road

                   and struck a tree on the east side of Market St.  No injuries were reported, no

                   tickets were issued and Unit #1 was insured.

Details:       An unknown vehicle ran into the street sign at the above location and damaged

Arrested:     Brit Atchison (33) (M) of Potomac

Details:       HPD officers stopped the vehicle that Mr. Atchison was a passenger in for a traffic

                   violation.  An investigation found cannabis and paraphernalia in the vehicle. 

                   Subject was arrested and taken to HPD to be processed.  He was later released

                   with 2 city citations and city court date.

Details:       HPD officers conducted a traffic stop on the vehicle driven by Mr. Dale after he was observed driving the vehicle and known by officers to have a suspended license. A check through dispatch confirmed the subject’s license was suspended. He was transported to HPD where he was processed and released with a notice to appear in court.

Details:          Complainant advised HPD officers that while she was at Ted’s, unknown

                      person(s) stole her bike.  The bike was located by HPD however there was

Details:          HPD was contacted in reference to a theft of money.  After an investigation,

                      Mr. Cannon was located and told that a city citation would be mailed to him.

Details:       HPD received information that Mr. Kinnaird would be at the above location.  A

                   computer check revealed that he had an outstanding Tippecanoe County, IN

                   warrant and he was driving on a revoked driver’s license.  He was arrested and

                   taken to HPD to be processed.  He was later transported to the PSB in Danville to

                   await extradition.

Details:       HPD stopped the vehicle Ms. Julian was driving for a traffic violation.  A search

                    of the vehicle found methamphetamines.  Subject was arrested and taken to HPD

                    for processing.  Subject was later transported to the PSB in Danville to await

                    arraignment.

Details:                 On October 20, 2018 complainant made a report that he witnessed to

                             2 subjects enter his vehicle without permission.  Subjects were

                             scared off but further investigation by the HPD officer found the above 2

juveniles to be involved.  On October 21, 2018 they were issued citations  to appear in Hoopeston City court on the above charges.

                   Danville to await arraignment.  Subject was also given a traffic citation for No

                   Proof of Insurance.

                                                Unit 2: Beige 2002 Chevrolet Suburban

DRIVERS:                          Unit 1 – Jay A. Hageman, M, 66, Fairmount, Illinois (Deceased)

                                                Unit 2 –Austin A. Richard, M, 29, Homer, Illinois

Preliminary:   According to the preliminary investigation, Unit #1 was traveling south on County Rd 250 E. Unit #2 was traveling east on County Rd 300 N. Unit #1 failed to stop at the stop sign intersection and struck Unit #2 traveling through the intersection. Upon the collision, Unit #1 and Unit #2 ran off the roadway into the ditch, on the southeast corner of the intersection. Unit #1 driver sustained life-threatening injuries and was pronounced deceased on scene. Unit #2 driver was transported to an area hospital.

OSF HealthCare Foundation Presents the 2018 Festival of Trees: Let Heaven and Nature Sing!

Details:                 Officers checked out at the above location with Cooper who was known to have a warrant. A computer check revealed that Cooper had an active warrant out of Vermilion County (18CM421) and out of Grundy County (18CM139). Cooper was taken to HPD, processed and later transported to the PSB to await extradition.

Details:                 While on a routine traffic stop a computer check revealed that Wardall had an outstanding Benton County Warrant. Wardall was taken to HPD where she was processed and later transported to the PSB to await extradition.

Youth Mental Health First Aid Training in Vermilion County

Over the past three years, this office has been involved in a federal grant that has provided Youth Mental Health First Aid Trainings over a four-county area.  2,030 people in Vermilion, Iroquois, Edgar, and Clark counties have received the training.  That grant ended September 30th, and all the goals for the grant were met.

                With the support of a grant from the Vermilion Healthcare Foundation, the VCMHB office will continue the trainings in Vermilion County.  In addition to the Youth Mental Health First Aid Trainings, this grant will also cover Adult trainings.  Beth Knecht, of Hoopeston, who has served as the Project Director for the federal grant, will serve in that same role in this continued effort.  She will also be an instructor for both trainings, as will Jim Russell, Executive Director of the VCMHB.

                The first public Youth Mental Health First Aid Training of the new grant is scheduled for October 15th, from 8:30 AM to 5 PM, at the Vermilion County Health Department in Danville.  The first Adult Mental Health First Aid Training will be held on November 8th, from 8:30 AM to 5 PM, at the Vermilion County Health Department in Danville.  Please call Beth Knecht at (217) 516-2298 to register, or with any questions.  You can also call Jim Russell at (217) 443-3500 with any questions.

Details:       HPD officers stopped the vehicle Mr. Nosler was driving for a traffic violation.

                   A computer check revealed that subject had a revoked driver’s license.  He was

                   arrested and taken to HPD for processing.  After providing bond, he was released

with a ticket and traffic court date.

Details:        Complainant contact HPD reference to a “spider plant”(Floral)  being removed from the hallway of Centennial Manor without her permission.

Location:       400 blk S 4th St

Complainant:  20 year old Hoopeston female

Arrested:        Elyscha Wells (20) (M) of Hoopeston

Details:          HPD officers were called in reference to a violation of order protection.  After

                      an investigation, officers located and arrested Mr. Wells.  He was taken to HPD

                      to be processed and later transported to the PSB in Danville to await arraignment.
